Engineering Services Request DO NOT SEND RESPONSES TO THIS NOTICE TO THE PRIMARY POINT OF CONTACT, KELLI D. JONES, SHE IS ONLY LISTED AS A CONTACT FOR THE POSTING OF THIS SYNOPSIS. RESPONSES TO THIS NOTICE SHOULD ONLY BE SENT TO 423scms.marketingresearch@us.af.mil. PLEASE INCLUDE "R1516-DMS" IN THE SUBJECT LINE OF ALL RESPONSES. This is a sources sought notice to identify potential sources of supply for engineering services related to the design and manufacture of linear actuator assemblies. This is not a solicitation/request for proposal and no contract shall be resultant from this notice. This notice is for information and planning purposes only and is not to be construed as a commitment by the Government. The information provided in this notice is subject to change and is not binding on the Government. All submissions become the property of the Federal Government and will not be returned. The following information is provided as part of a market survey of industry to determine if any potential contractors have the skill, knowledge, abilities, and equipment required to complete this effort. Statement of Service: The B-52 lower deck seat positioning actuators were originally developed by Airborne Accessories Corporation. Complete detailed technical data is not available to the government, but continued support of these items, particularly in the form of procurement of repair parts and internal components, is still needed. Obsolescence of internal component parts combined with lack of detailed technical data has made repair or refurbishment of these actuators increasingly difficult. Items under consideration: Item 1: R1516 Linear electromechanical actuator 1680-00-554-0233 Item 2: R1514M1-1 Linear electromechanical actuator 1680-00-540-9532 Scope: Task 1 (Supportability Analysis) shall encompass identifying replacement components for the linear actuators and electric motors that are not currently available for purchase from sustainable sources. Identifying replacement components shall include verifying list of components as well as identifying any additional components that must be reverse engineered to refurbish the actuator. Final list of replacement components will be approved by the government. Any opportunities to improve the design of the components with an eye towards cost reduction, increased reliability will be investigated, but a key factor to consider is the desire to maintain the same fit/form/function as the original component parts as much as practicable. Re-design of the entire actuator assembly is not the objective of this effort. Task 2 (Engineering Design and Development) Reverse engineering shall include developing drawings and technical data with unlimited rights for each component and manufacturing prototype articles of each component. Drawings, any associated technical data, and first article inspection reports for the prototype articles will be provided to the government. Drawings and associated technical data, including specifications and any other information necessary to manufacture the components, will be approved by the government prior to proceeding to manufacture prototype articles. Task 3 (Component Fabrication, Testing and Qualification) shall encompass developing adequate equipment and performing qualification testing on up to 3 prototype actuators with reverse engineered components. Scope and depth of the qualification testing will be dependent on the magnitude of the changes made during the reverse engineering process. Industry responses to this notice should provide information on items that have been designed and manufactured that are deemed similar to the item sought here. Potential sources should be experienced in the design and manufacture of aerospace qualified component parts. All material provided in response to this notice shall be unclassified, non-confidential, and non-proprietary to the maximum extent practicable. Responses to this notice will not be returned. The Government will not reimburse any preparation costs. At any time after receipt of responses, the Government reserves the right to contact respondents for further discussion and/or clarification of the submittal.
