Sources Sought Notice for Storage, Maintenance, and Emergency Response Support Services BACKGROUND: The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), National Veterinary Stockpile (NVS) intends to obtain information on the availability of contractors to having the capacity and capabilities to store, inspect, operate, transport, stage, and sustain USDA, APHIS, VS, NVS supplies and equipment ensuring it is operational and deployable at all times. The contractor shall possess general experience in providing emergency response services to successfully respond to a range of agricultural and all-hazards emergencies. The contractor shall demonstrate their ability to maintain a highly skilled and trained staff. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The goal is to determine potential sources of these services in anticipation of a future solicitation. REQUIREMENT: The proposed contract will be for a base period of one year with four option years. PURPOSE AND OBJECTIVES: The primary purpose of issuing this sources sought notice is to determine the availability of companies who can meet the following criteria: Contractors shall be highly trained and self-sufficient with the capability to respond to a natural disaster or animal disease outbreak utilizing NVS or internal equipment as required. Internal equipment is defined as equipment belonging to the contractor. The Contractor shall: • Store NVS supplies, equipment, and ancillary items as requested • Maintain NVS equipment at 100% operational readiness posture • Meet all operational and performance standards • Ensure all equipment is accessible for unannounced site visits • Be highly skilled, proficient, and trained • Participate in NVS conducted training to ensure contractors are trained in using NVS Equipment • Provide response support services - depopulation, disposal, and decontamination services • Provide internal assets upon request; dump trucks, skid steers, loaders, tractors, trailers, dozers, etc. • Properly and safely transport, operate, and deploy equipment Responses to this notice shall document past experience in performing these types of services or provide other evidence that your company has the skills and capabilities to perform this type of work. Responses must clearly detail the size of your company to assist in determining applicability of any set-asides. SUBMISSION INSTRUCTIONS: All written responses must be received within 14 days of issuance of this notice. Submissions should: (1) use Microsoft Word or Adobe Portable Document Format (PDF); (2) be sent to the point of contact listed in this notice; (3) be minimum 11 font on 8.5 X 11 paper; (4) be complete, sufficiently detailed, and organized in a manner that tracks to the information requested in this notice; (5) include a single company point of contact with name, title, address, telephone and fax numbers, and e-mail address(es); and (6) not exceed 10 single sided pages in total (not including cover page and cover letter). Other media types (i.e. CD, printed technical information) that meet the submission criteria above will be accepted and should be sent. Material that is advertisement only in nature is not desired. Any questions or inquiries must be mailed, e-mailed or faxed to the Contracting Office, to the attention of the point of contact listed in this notice
