General Information Document Type: Request for Information/Market Research Sources Sought: All Businesses - Under NAICS code 334220 Closing date for RFI: 24 March 2014 Description Marine Corps Systems Command (MARCORSYSCOM) has previously posted an RFI, as a 100% Small Business Set Aside, to gather information from Small Businesses that were able to provide ALL the accessories for handheld devices and transit cases. No responses were received. Therefore, the Marine Corps Systems Command is currently seeking information, from All Available Vendors, on procuring the commercially available items below (handheld devices, accessories, and transit cases). All items must be new and in original packaging and include OEM. This RFI is being issued to collect information from industry regarding their capability to provide all the listed items as an entire system. Item Description Unit Qty COTS Handheld Devices 345 Ea COTS Handheld Device Protective Case 345 Ea COTS Rigid Transit Case 100 Ea COTS Extended Battery Pack 345 Ea COTS Universal Electrical Outlet Adapter 345 Ea COTS Handheld Devices minimum product requirements: Operating System Android 4.0 or higher GPS Receiver GPS antenna that will have the capability to obtain WGS-84 latitude and longitude values Local Area Network The device shall connect to Wifi 802.11 b/g/n connections Wireless Network The device shall be able to connect to 3G and 4G cellular data networks Camera The device shall have an integrated camera with a minimum of 5 mega-pixel resolution and be able to collect photographs in JPG format, video recordings in MPEG-4 format, and voice recordings in MP3 format Display Size Display size no less than 5", measured diagonally Storage Space The device shall have a minimum of 8 gigabytes of storage RAM The devices shall have a minimum of 1 gigabyte of random access memory (RAM) Processor The device shall have a minimum processor speed of 1.6 gigahertz ROM Must have device Original Equipment Manufacturer's (OEM) Read Only Memory (ROM); i.e., OEM's operating system, loaded on the device; cannot have Custom ROMs or binaries loaded Packaging Devices must be new and in original packaging and include OEM Battery, Battery Charger and supporting documentation (warranty, quick start guide, etc.) Unlocked Devices must be "unlocked" when received by the government and must be capable of connecting to international carriers using an interchangeable Subscriber Identity Module (SIM) card International International cellular quad-band capable device, with international voltage and frequency compatible wall outlet "travel" charger. Voice/Data Plan No voice or data plan required FIPS Must be Federal Information Processing Standard (FIPS) 140-2 compliant Mobile Device Manager Device must be able to work with the FIXMO Mobile Device Manager STIG Must be able to meet Defense Information Systems Agency (DISA) Security Technical Implementation Guide (STIG) requirements as outlined at http://iase.disa.mil/stigs/ COTS Handheld Device Protective Case minimum product requirements: Screen Protection The device case shall protect the mobile device screen from inadvertent scratching from being dropped, stored or transported. Sand and Dust The device case shall protect key interfaces, such as the power and headphone jack, from the accumulation of sand and dust. Shock Resistance The device, with the protective case installed, shall be capable of withstanding a drop of 5 feet in accordance with Method 516.6 of MIL-STD-810. COTS Rigid Transit Case minimum product requirements: COTS Rigid Transit Cases shall be used to transport the handheld devices and components (Protective Device Cases, Extended Battery Pack, and Universal Electrical Outlet Adapters) and shall meet each of the identified characteristics: Size The storage case shall be no larger than 24 inches wide by 18 inches deep by 12 inches tall Visual Cues The storage method used for each item shall provide the user a visual cue when an item is not in its designated storage location Component Restraints Foam, straps, brackets, or other restraints shall be provided to assure that all stowed items remain securely in place and are protected from damage during transportation Water Resistance The case shall protect the contents of the case having been immersed in 5 feet of water in accordance with Method 512.5 of MIL-STD-810 Shock Resistance The case shall protect the contents of the case having withstood a transit drop of 10 feet in accordance with Method 516.6 of MIL-STD-810. Case Restraints The case shall have a latch or other restraint mechanism for securely holding the case closed during transportation. Case Locks The case shall incorporate an interface to lock the case using a standard pad lock. Case Color The color of the case shall be Black 37030 in accordance with FED-STD 595. Case Material The case shall not be metal. COTS Extended Battery Pack minimum product requirements: The COTS External Battery Pack shall be used to recharge the handheld when not within range of electrical outlets and shall meet each of the identified characteristics: Power Capacity The external battery pack shall provide at least 5200 milliamps-hours (mAh) of energy to recharge the device Rechargeable The external battery pack shall be rechargeable using a standard USB connection Interface The external battery pack shall interface with the device using the device's USB connection. COTS Universal Electrical Outlet Adapter minimum product requirements: Configuration The universal electrical outlet adapter shall be a single unit capable of adapting to multiple outlets USB Input The universal electrical outlet adapter shall be able to accept a USB charging port Electrical Input The universal electrical outlet adapter shall accept the standard 2-prong plug that is commonly available in the United States\ Outlet Configuration The universal electrical outlet adapter shall have the following outlet configuration types: NW1C, NW2C, NW3C, NW10C, and NW135C, and be able to plug into outlets standard in the following geographical areas: Mexico, S. America, Japan, Caribbean, N. Europe, UK, Ireland, Philippines, Africa, S. Europe, Asia, Australia, New Zealand, China THIS REQUEST FOR INFORMATION (RFI) IS NOT A REQUEST FOR QUOTATIONS. NO STATEMENT OF WORK, SPECIFICATION OR REQUIREMENTS PACKAGE IS CURRENTLY AVAILABLE FOR RELEASE. This RFI is a market research tool being used to determine the availability and adequacy of potential commercial sources prior to determining the method of acquisition and issuance of a Request for Quotations. The Government is not obligated to reimburse, and will not pay, for any information received from potential sources as a result of this RFI. This RFI is for informational and planning purposes only and does not constitute a solicitation for bids or proposals, and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. Interested parties are requested to provide an information package consisting of: (1) Company Profile, including: points-of-contact, product and service offerings, number of employees, North American Industry Classification System (NAICS) Code, Contractor and Government Entity (CAGE) Code, Business Size and type of small business, if applicable. Identify if you are currently a GSA Schedule Holder and, if so, provide GSA contract number. (2) Description of the proposed components. Commercial Literature is allowable, but submission should address all requirements.
