NOTE: THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSALS (RFP). THIS NOTICE DOES NOT OBLIGATE THE GOVERNMENT TO ANY CONTRACT AWARD. THIS NOTICE DOES NOT RESTRICT THE GOVERNMENT AS TO THE ULTIMATE ACQUISITION APPROACH. RESPONSES TO THIS MARKET SURVEY SHALL BE FOR INFORMATIONAL PURPOSES ONLY. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COSTS INCURRED IN PREPARATION OF A RESPONSE TO THIS NOTICE. 1. CONTRACT INFORMATION: The Transatlantic Division, Middle East District (TAM), U.S. Army Corps of Engineers (USACE) is evaluating the ability of businesses to design and construct a manned aid to navigation in the littoral waters of Kuwait. The Government is performing market research in order to specifically determine the capability of potential offerors to perform the work. It is anticipated that a solicitation announcement will be published on the Federal Business Opportunities website (https://www.fbo.gov/) in the near future. The solicitation will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price. The estimated magnitude of this Construction project is between $25,000,000 and $100,000 with an anticipated period of performance of 550 days after issuance of the Notice to Proceed. Responses are requested no later than 11:00 A.M. Eastern Time, on March 24, 2014. 2. PROJECT INFORMATION: The United States Army Corps of Engineers has the requirement to construct a manned aid to navigation in the littoral waters of Kuwait. The features of work are expected to include offshore construction of a 45 m tall light (aid to navigation) with a fixed offshore platform with docking space and crew accommodations, access channel and vessel moorings, dredging, rock revetments and breakwaters. The Government is performing market research in order to specifically determine the capability of potential offerors to perform the work. SUBMISSION REQUIREMENTS: The Government request interested parties to log onto the following site http://www.aed.usace.army.mil/contracting.asp.
