- Description
- This is a presolicitation notice for U.S. Transportation Command's (USTRANSCOM) upcoming requirement to procure international and domestic commercial express package service for the United States (US) Government. For both segments (international and domestic), the scope of work requires the contractor to provide time-definite, door-to-door pick-up and delivery, transportation, timely and accurate Intransit Visibility (ITV), Government Third Party Payment System (TPPS) participation, and customs clearance processing. Specific to international transportation services, the contractor shall provide international commercial express package delivery service for the Department of Defense (DoD), civilian federal agencies, and cost-reimbursable contractors for shipments up to and including 300 lbs. For domestic transportation services, the contractor shall provide domestic express delivery service inclusive of next-day, second-day, and third-day delivery for the DoD and cost-reimbursable contractors for delivery of packages up to 150 lbs within CONUS and for delivery of packages up to 300 lbs between CONUS and Alaska, Hawaii, and Puerto Rico, and within Alaska, Hawaii, and Puerto Rico. The period of performance will consist of a one year base period effective 1 October 2014 through 30 September 2015, two (2) one-year option periods effective 1 October 2015 through 30 September 2017, and one six-month option to extend services. Interested offerors must participate in the CRAF program and maintain CRAF status throughout the duration of the contract. A class Justification and Approval (J&A) document encompassing this program, which authorizes other than full and open competition was approved on 3 October 2013. It is the Government's intent to award approximately three IDIQ contracts for International Transportation Services and approximately three IDIQ contracts for Domestic Transportation Services to provide flexibility of choice and service coverage. The Government reserves the right to award more or fewer IDIQ contracts in each service segment if it is determined to be in the best interest of the Government. Offerors who propose on and receive awards in both service segments (i.e., International and Domestic Transportation Services) will be awarded only one IDIQ contract which encompasses the International and Domestic Transportation Service requirements.
