Description
Industry Day Information DRFP I.1. The Spa c e and Missile S y ste m s Center (SMC), Military Satelli t e C o m m unications S y stems (MILSATCOM) Directora t e, Los Angeles Air Force B ase, Californ i a is conte m p l ating the feasibility of procuring on - orbit transp on d ers to supp o rt Ku-band c o mmunications for U.S. AFRICOM. The intent is to identify sources to support a s m all m i litary com m u n ications pathfinder while de m onstrating risk mitigation steps toward fu t u re innovative, affordable procurement of long term C o mmercial Satellite C o m m unicat i ons (COMSATCOM) capabilities. Risk mitigation objectives include: (1) De m onstration of a D o D in v est m ent in transpo nd ers operated in commercial Ku-band, (2) De m onst r ation of seamless c o mme rc iall y -operat e d satellite and transponders for DoD that meet national and i n ternational spectr u m require m ents, (3) Leverage Defen s e Information S y st e ms Agenc y ' s (DISA) Future COMSAT C OM Services Acquisition ( FCSA) and Regional Satellite S upport Center (RSSC) interfaces to min i m ize COMSAT CO M operations change to DoD cust o m e r s, (4) De m onstration of cont r acting methods that exped i te c o m p etitive award, (5) D e m onst r ate collaborative development of user- s upplier Concept of Operations (CONO P S) to address COMSATCOM risk m itigation in terms of (a) spectrum/filing risk, (b) spectr u m filing-ter m inal use risk such as the abili t y to support Re m o tely P iloted Aircr a ft (RPA) operations that ensures no interference to other authori z ed operators, (c) alignment with D I SA ground/ m ission functi o ns and (d) ali g nment with enterprise COMSATCOM operations manage m ent a n d (6) I m proved life c y cle affordabili t y. I.2. This specific d e m onstration seeks to provide sufficient ITU, FCC, and/or for e ign regulations c o m p liant Ku-band coverage and capacity over wes t ern Africa. SMC intends t o procure m u ltiple transponders for the remainder of satellite life on a geostationar y -o rbit commercial c o m m unication satellite while the vendor m aintains the required spectrum use authorizations. I.3. SMC is issuing this Draft Request For Proposal (DRFP) as part of its market r e search to determine indust r y ' s abili t y to sat i sfy t h is require m ent, to perform a b ove risk m itigation assessments and to identify if offerings can be obtained within a constrained budget. SMC is requesting that interested co m p anies provide feedback to the government regarding content within the DRFP. I.4 Indusry Day: An industry day session is scheduled for 25 March 14. Details of time and location will be found in an attachment to this notice. Potential Offerors are invited to participate in supplemental industry day one-on-one dicussions with the Government to discuss their question to the DRFP. Please contact the primary POC in this notice to schedule a one-on-one meeting time (first come first serve). However, failure to respond to the DRFP or attend the industry day does not preclude proposal submittal. I.5 S m all B u siness Consideration: The NAICS code for this proj e ct is 334220 - Satellite C o m m unications Equ i p m ent Manufacturing. The A p plica b le Classification Code is "59- Electrical and Electronic Co m ponents". Th e s m all business size sta n dard is 750 e m plo y ees. However, on l y co m p anies able to meet th e stringent schedule and t echnical r e quire m ents as satellite opera to rs (holders of spectr u m filings) shou l d respond t o t h is DRFP. Sma l l Busi n ess c o m p anies with the capability to perform this requir e m ent a re encouraged to participate. If you are interested only in subc o n t r acting op p or t unities please indica t e this fact cl e arly in y o ur s ub m i s sion. I.6 White Paper Classif i cation: Respondents sha l l prov i de an unclassified response to this DRFP. Respondents shall indicate whether their responses c ontain p r opr i etary in f o rmation if the r espondents wish for the responses to be handled as such. I.7 White P a per Fo r m at: Responses shall not exce e d ten (10) pages. The G o vernment wi l l not consider pages in exc e ss of ten (10) pages. Page s ize shall be 8.5 x 11; text font size sha l l b e n o s m alle r tha n 1 1 pt; font size within graphics and tables shall be no s m al l er than 8 pt. The White Paper front m a tter such as trans m ittal le t ter, cover page, and t a ble of contents will not count against the page li m it. The Govern m ent will not accept co m p any l i terature or mark e ting m a te rials in response to this DRFP. I.8 SMC will use all or some of the following requi r e m ent objectives to assess indust r y's abili t y to meet its needs: I.9 DECLARATION: T h is DRFP i s not a formal solicitatio n. The Gove r n ment does not i n tend to award a contract on the b asis of this DRFP, or t o otherwise pay for the i n for m ation solicited herein. Responses will be used by the Government for i n formational purposes only as part of its acquisition planning. Information obtained fr o m responses to th is DRFP will not be used to exclude potential future bidders if this effort becomes an acquisi t ion.
