Description
This is a combined synopsis / solicitation for commercial service / items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. SYNOPSIS: The Department of Veterans Affairs, Network Contracting Office (NCO) 10, on the behalf of the Louis Stokes Cleveland VA Medical Center has a IR Windows and Installation Labor. All items must be covered by the manufacturer's warranty. See the below Statement of Work for detained information. SOLICITATION: VA250-14-Q-0221. This solicitation has been set-aside for small businesses. Quotations shall include the RFQ number (VA250-14-Q-0221), the proposed unit prices, the proposed extended prices, any prompt payment discount terms, any shipping charges, projected delivery date, company name, and point of contact, address, phone number, fax number, tax identification number, and DUNS number. Vendor must be registered in the System for Award Management (SAM). Lack of registration in the SAM database will make an offeror ineligible. To register, vendors may go via the internet to https://www.sam.gov. The Government shall consider quotes received by 02:00 PM Eastern Standard Time, March 14, 2014. Quotes are to be e-mailed to Contract Specialist / Officer Harvey J. McGowan at: harvey.mcgowan@va.gov. Statement of Work General description of work needed: To be installed to provide a clear line of site so that a Fluke IR imager can take photos of both the load and line sides of 40 ATSs. IR Window to be deemed acceptable to OSHA and UL Certified. IR Windows must be NFPA 70E compliant. oMetallic parts must be non-corroding oPolymer parts must be flame retardant. oGasket or seal material must be subjected to accelerated aging tests oAnd that the IR window must be subjected to environmental testing using the aged gaskets or seals, all dictated by the desired environmental Type designation. Item 1 - 40 Windows for top of 40 ATS IRISS VPFR-75 3" Round Windows The IRISS Industrial-Grade VPFR series was specifically designed to exceed the industrial and building maintenance communities' demands for impact resistant IR windows with a stable transmission rate. The reinforcing hexagon pattern is constructed of an Aluminum Core with 2 coats of insulating, switchgear-grade nylon - the same material used in most contactors found on industrial switchgear. The patented design, construction and materials used make the IRISS industrial-grade viewing panes the ONLY impact resistant IR windows on the market today. Item 2 - 40 Windows for bottom of 40 ATS IRISS VPFR-100 4" Round Windows The IRISS Industrial-Grade VPFR series was specifically designed to exceed the industrial and building maintenance communities' demands for impact resistant IR windows with a stable transmission rate. The reinforcing hexagon pattern is constructed of an Aluminum Core with 2 coats of insulating, switchgear-grade nylon - the same material used in most contactors found on industrial switchgear. The patented design, construction and materials used make the IRISS industrial-grade viewing panes the ONLY impact resistant IR windows on the market today. Industrial-Grade Performance The IRISS VPFR infrared windows are the most robust infrared window solution available; and they offer the most comprehensive warranty in the industry: an Unconditional Lifetime warranty General description why work is needed: To allow electrician to safely take an IR image without exposing him to the risks of arc flash or electrocution. IR imaging is used to find hot spots before they become problematic to our automatic transfer systems. Scope of Work: Install IR windows on all 40 Automatic Transfer switches. Supply all required hardware for installation of new IR windows. Any and all additional material needed for modification will be included at no cost to the VA facility. No additional cost to the VA will be allowed due to miscalculations or under estimating by the contractor. A site visit is a must by the contractors before signing a contract with the VA to do what is stated in the scope of work. All work will be completed 90 days from the day the contract is signed. The quote will include all labor, material, equipment, freight charges, and testing to produce the end results described but not limited to the scope of work. Shut downs will be scheduled with the VA. Shut downs are on Sundays at 6am start time. Normal work hours are 7am to 3:30pm. Off hours can be coordinated with VA to meet schedules.
