- This Special Notice constitutes the only solicitation. A written solicitation will not be issued. Solicitation number HSCG38-14-Q-100073 is issued as a Notice of Intent to Award to the OEM or a fully capable repair vendor. With exception of the Aircraft OEM or Component OEM, a capable repair vendor must be deemed capable by USCG Aviation Logistics Center Medium Range Surveillance Division's Engineering Department (ALC MRS) and therefore must be a FAA Certified Repair Facility, and/or an OEM Approved Repair Facility, be in legal possession of all current OEM Data required to complete the repair, and be able to certify that final assembly and testing will be conducted at their facility. Vendors who do not meet the capability requirement will not be considered and should not respond. If not previously deemed capable by ALC MRS, such vendors should forward any request for capability determination to Bryan.P.Bray@uscg.mil for future awards consideration. The applicable North American Industry Classification Standard Code is 488190. The Coast Guard intends to issue a Not-To-Exceed post assessment firm fixed price repair order to the Original Equipment Manufacturer (OEM) or an OEM Authorized and Capable Repair Facility, for repair IAW OEM Specifications using OEM Proprietary Data for the following item(s): 3 Each NSN 5895-01-HS1-7455, P/N 102690-200, OASIS PROCESSOR (Repair must be IAW Raytheon Factory Acceptance Test Procedures for the OASIS Tactical Data Processor of USCG Falcon Jet Program Revision F Dtd 12 JUN 2012) The Coast Guard does not own nor can provide the OEM's Repair Manuals, Service Bulletins, or Proprietary Data. The Aircraft OEM is EADS CONSTRUCCIONES AERONAUTICASS.A. DBA EADS CASA, AV. DE ARAGON 404, MADRID, ESP E-28022, Cage Code 0117B., and their domestic facility Cage Code is 0DAF1. Due to high urgency of need, the quick closing date of this solicitation is March 10, 2014 at 4:00 pm EST.
