- THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL, NOR IS THIS A SOLICATION IN ANY FORM. Any response to this sources sought is strictly voluntary and is not a commitment by the government. The government will not reimburse any responders for any cost incurred for their participation in this sources sought. The government does not guarantee that any action will be taken beyond this notice. It is the responsibility of the potential offeror to monitor the Federal Business Opportunities (FedBizOps) website for any additional information pertaining to this requirement. Requirement: The purpose of this sources sought notice is to determine if qualified 8(a) sources exist capable of performing the associated requirement. Only qualified 8(a) sources need respond to this notice. The source shall provide non-personal administrative, professional and technical services to support the National Guard Bureau's Joint Service Support (JSS) and Community Outreach Programs and (NGB-J1) Directorate. The source shall be able to design, develop and maintain an Awareness and Outreach plan, which includes materials that assure the benefits and support provided to the National Guard service members and families, are known, understood and utilized. Develop and implement office media methods (radio, television, and tradeshows) and online methods including but not limited to pay-per-click. Build and maintain Awareness and Outreach campaigns for each program within JSS which shall be pre-approved by NBG-J1. Establish reciprocal link opportunities with relevant, trusted organizations, programs' sites. Track the progress and inform Program Director of any controversial program issues or problems. Please see the attached draft performance work statement (PWS) for the effort in full and further qualifications required for performance. This PWS is subject to change prior to the release of a solicitation, if a solicitation is released. Instructions: 1.All responders must provide their full organizational name, CAGE code, DUNS number, complete address, full address, and point of contact (POC), POC first and last name, POC telephone number and POC email address. 2.All responders should indicate any small business qualifications pertaining to North American Industry Classification System (NAICS) code 541611. 3.Interested sources should submit all capabilities, experiences, and/or qualifications electronically to the contracts specialist prior to Thursday, 13 March 2014, 08:00 AM. Oral communications, telecommunication and faxed inquiries are not acceptable responses to this notice. Brenda F. Harriston, Contracts Specialist or CPT Michael S. Include a description of your staff composition and management structure. b.Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (contracting officer or program manager). c.Describe your company's capabilities and experience in analyzing issues relating to Family Programs. Identify the processes and personnel that led to successful efforts in this area. d.What quality assurance processes and test qualification practices does your company employ? Please provide a description of your quality program (ISO 9000, QS-9000, EIA-599, etc.). e.Describe your capabilities and experience in managing this type of project, including subcontractor involvement. Include any experience in project planning, work breakdown structures, resource allocations, schedule tracking, risk analysis, and cost management. f.Describe your capabilities and experience in providing consultative services to military customers, particularly at the service and joint staff levels. g.For services, how do you attract and retain key talent (i.e., critical, skilled labor) and how are key personnel replaced when needed?
