Description
This is a synopsis prepared in accordance with the format in FAR Part 13, Simplified Acquisitions Procedures. This is a Notice of Intent. This announcement constitutes the only solicitation; quotations are NOT being requested and a written solicitation will not be issued. The announcement number for this acquisition is NIH-OD-3276855 and is being issued under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated award date is March 17,2014. This acquisition will be processed under Simplified Acquisition Procedures (SAP). The associated North American Industry Classification System (NAICS) Code is 541690, which has a size dollar standard of $7.0M. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of the National Institute on Aging intends to procure on a sole source basis from The University of Texas Health Science Center at San Antonio for pathological (professional )services to assist in the NIA study Assessment of Primate Aging: Effects of Caloric Modification. The pathological analysis represents the endpoint for the study to assess whether caloric modification has reduced the incidence of age related disease and pathology. The Head of Pathology Core at the University of Texas Health Science Center for the Longevity of Aging Studies has been working on this study in the early phases and has tissue samples from the Caloric Restriction and Aging Project.He is recognized as an expert in geriatric pathology and has documented certification in human pathology. The progress of the study must be completed by the same evaluator. This notice of intent is not a request for competitive quotations. Electronic submission will not be accepted. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
