- The Department of Interior, Acquisition Services Directorate (AQD) in Herndon, Virginia intends to negotiate, on a sole source basis, a Firm-Fixed-Price (FFP), acquisition with The Journey Museum. This non-competitive action is being issued on behalf of the Indian Arts & Crafts Board, U.S. Department of the Interior, in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, and solicited in accordance with FAR 12 Acquisition of Commercial Items. The Department of Interior Indian Arts & Crafts Board (IACB) seeks a museum facility to house the Sioux Indian Museum (SIM) collection in nearby Rapid City, South Dakota. The IACB/SIM partnered with The Journey Museum through a State, federal, and private collaboration of four major prehistoric and historic collections depicting the story of the Western Great Plains from the perspective of the Lakota people, pioneers, and scientists. This collaboration enabled the IACB/SIM to exhibit its American Indian historic and contemporary collections in a state of the art museum facility, to present an annual series of promotional sales exhibitions in a dedicated fine art gallery, and to introduce contemporary Indian art and craftwork produced by emerging talented artists and artisans. The Journey Museum provides the appropriate museum collection storage facilities, including HVAC for proper climate control, care and safety. The Journey Museum also provides the IACB/SIM with advertising and marketing, utility expenses (electricity, gas, water, trash removal, etc.), security for the museum collections, exhibition space and maintenance, support for the IACB/SIM special exhibition shows, and general facility improvements and repairs for the portion of the facility occupied by the IACB/SIM. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government.
