Description

The Department of Veterans Affairs, Veterans Health Administration, VISN 18 intends to issue a Request for Quote for Hood and Environmental Room Inspection, Testing, and Certification services for the New Mexico Veterans Affairs Health Care System (NMVAHCS), located at 1501 San Pedro Dr. SE, Albuquerque, NM 87108. Period of Performance (POP) shall be for one (1) year, with the Government's option to exercise four (4) option year renewals. This is a pre-solicitation notice for commercial items prepared in accordance with the format specified in the Federal Acquisition Regulation Subpart 5.203(a), as supplemented with additional information included with this notice. The acquisition will be a set-aside 100% for small business in accordance with FAR 19. The North American Industry Classification Code (NAICS) is 541380, Testing Laboratories, with a small business size standard of $35.5 million. Award will be made on the basis of a Lowest Price Technically Acceptable (LPTA), in accordance with FAR 15.101-2. The evaluation criteria used for source selection are listed below to assist you in determining your qualifications for this solicitation: "Price oThe Pricing Schedules for the base year and 4 option years shall be fully completed and verified to correct any errors. "Technical Capability oProvides proof of Original Equipment Manufacturer (OEM) training, license(s), and certification(s) authorizing the contractor to perform manufacturer recommended test, certification and service maintenance. oProvides OEM authorization and/or certification(s) for the purchase and/or acquisition of manufacturer parts, materials, software, etc. necessary to service and properly maintain the equipment. oIf technical training is required, a listing of attendance of technical courses or the manufacturer's training sessions shall be provided. "Past Performance - evaluated as to its relevance and similarity to work under this service. oThe contractor and/or subcontractor shall be accredited and shall provide proof of accreditation per the National Sanitation Foundation (NSF)/ANSI 49 Biosafety Cabinet Field Accreditation Program. oThe Contractor shall provide a minimum of three (3) current or past contracts (going back no more than three years), successfully completed, which are similar in scope to the current solicitation. oThe Contractor shall provide a list of subcontractor(s) and supplier(s) along with their overall experience and past performance. oThe contractor shall be familiar with the most recent applicable Veterans Affairs Construction Facility Management (CFM) Technical Information Library (TIL) design and equipment specification standards SECTION 11 53 13 - Laboratory Fume Hoods and 11 53 53 - Biological Safety Cabinets and Laminar Airflow Work Stations. Solicitation number VA258-14-Q-0329, will be posted on or about 7 March 2014. The date for receipt of offers shall be 24 March 2014.
