Description
This presolicitation notice is intended to announce the U.S. Department of Education's (Department) intent to issue a solicitation for Research/Technical Expertise, Technical and Logistical Support for the Department's Office of Career, Technical and Adult Eduction (OCTAE)/Division of Adult Education & Literacy (DAEL). The Department intends to issue the solicitation prior to the end of March 2014 and it is expected that the contract will be awarded prior to the end of May 2014. This procurement will be a 100% set-aside for small businesses and will be awarded on a firm fixed-price basis. A brief description of the operational requirements is provided below. The purpose of the contract will be to provide OCTAE/DAEL with logistical support for meetings and subject matter experts through a firm fixed-priced contract. The contract will include a requirement for logistical support for meetings. Additionally, the contract will require the contractor to provide the support of subject matter experts who will be required to provide OCTAE/DAEL with advice, the preparation of commissioned papers, facilitation of meetings, and other services as needed. This contract shall provide technical support to OCTAE/DAEL across a wide range of subject areas relating to the following key topics: Workforce development; Partnership development; Adult education, literacy, numeracy and lifelong learning; Educational and occupational pathways; Program accountability and assessment; Instructional technology and distance learning; Teacher quality and effectiveness; Immigrant professional education; College completion; Correctional education; International studies; and, Instructional standards and aligned assessments. To accomplish this work, the contractor shall have the ability to identify and recommend to the Department subject matter experts on a wide range of issues related to the topics listed above and all aspects of logistical planning as it relates to meetings. The contractor shall have expertise in providing technical assistance on a broad range of topics.
