Description
RFP Mandatory DFARS Clause 252.209-7994 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals/quotes are being requested and a written solicitation will not be issued. The solicitation reference number is FA8051-14-T-0005 and is issued as a Request for Quote (RFQ). The 772 ESS/PKD Contracting Squadron, Tyndall AFB, Florida, requires the following: Headset Adapters, High to Low Impedance. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-72 effective 30 Jan 2014, Defense Federal Acquisition Circular Notice DPN 20140222 effective 22 Feb 2014, and Air Force Acquisition Circular AFAC 2013 Baseline effective 27 August 2013. This acquisition is set-aside for small business under the North American Industry Classification System (NAICS) code 334290, Other Communication Equipment Manufacturing. The business size standard is 750 Employees. A firm fixed price contract will be awarded. The contract will be awarded with one (1) Contract Line Item Number (CLINs). CLIN 0001 Description Qty Unit of Issue Headset Adapter, High to Low Impedance, Firm Fixed Price Mason Electric Company brand name or equal, part no. CENC74B-03VC. Or equal must meet the salient characteristics below: 37 EA If providing an or equal items, the offeror must follow the instructions contained within provision 52.211-6, and meet the following salient physical, functional, or performance characteristics: One end must connect to high impedance frequency microphone communication cord in gas mask, model no. MBU-19/P; 2)The other end must connect to low impedance frequency voicemitter, model no. MXU-835/P; and 3) Must convert high impedance frequency in gas mask. As stated in 52.211-6, if providing an equal item, you must submit literature/brochure that shows the or equal item meets the required salient characteristics. Award will be made to the lowest price offeror that meets the criteria. The Government reserves the right to make no award at all. Additionally, all contractors shall complete DFARS clause 252.209-7994 (see attachment 1) and submit with their proposal; failure to do so will deem proposal inelgible for consideration. Since award will be based on initial responses, offerors are highly encouraged to quote their most advantageous pricing in their initial response. All offers must list your DUNS number, CAGE code, and Federal TIN with Company name, POC, and phone number. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
