- The U.S. Army Corps of Engineers, Europe District is soliciting interest for a Firm Fixed Price (FFP) Contract for a Design-Build project for the renovation of multiple buildings located at Chievres Air Base, United States Army Garrison Benelux, Belgium. The renovation includes two (2) buildings and the following is required to prepare the two (2) buildings for their new functions: Buildings 20005 and 20120 - Prepare the 100% design based on the parametric design (approximately 5% design) provided as part of the bidding package. Carry out buildings structural, building integrity and weather-proofing repairs. Bringing all building's systems up to all current standards including but not limited to: Fire, smoke, enunciation, and suppression systems, ATFP, electrical, mechanical (HVAC), energy conservation, and Environmental requirements. Conduct Demolition of existing minor structures inside the building. Provide floor leveling and surfacing. Construct administration spaces including IT rooms, private offices, general administrative areas, conference rooms, personnel break rooms and rest-rooms. Repair & reconfigure exterior pedestrian and vehicle area to comply with ATFP standards. The following is a brief description of each Building: Building 20005: Current PXtra - Transformation of the current PXtra retail facility into administrative space for multiple USAG Benelux units such as: 650th HHD & MI, 66th MI, USAG HHC, 5th MPs, DFMWR, CPAC, 309th Airlift, HQs, PAIO, DHR, DPTMS, RMO, Safety, RSO, CID, USAREUR IG, and Vet Clinic. The facility is a former heated steel structure aircraft hangar that was converted into a retail sales facility with storage and office areas. The basic dimensions are approximately: LxWxH: 60.14m x 39.48m x 12.00m for the main hangar structure and 8.46m x 39.48m x 3.72m for the one-storey sections along the right and left sides of the main hangar structure. The building presently has one floor only (the ground floor). The future number of personnel is expected to be approximately one-hundred and seventy-eight (178). The construction includes: administration area, IT rooms, private offices, conference rooms, personnel break rooms and rest-rooms. The existing parking and driving areas do not meet ATFP building stand-off requirements. Building 20120: Former Commissary - Transformation of the former commissary facility into administrative space for multiple USAG Benelux units such as: 39th SIG BN, NOCS/Staff Section, S-4, NSC GIG Station, Defense Telephone Exchange, and NEC Chievres. The facility is a former heated steel structure building that was used as a commissary with storage, cooling, sales, food preparation and office areas. The basic dimensions are approximately: LxWxH: 77.75m x 39.60m x 5.04m. The building presently has one floor only (the ground floor). The future number of personnel is expected to be approximately one-hundred and eighty-eight (188). The construction includes: administration area, IT rooms, private offices, conference rooms, personnel break rooms and rest-rooms. The existing parking and driving areas do not meet ATFP building stand-off requirements. There will be a single contract awarded from this solicitation. The contract will be awarded and paid in Euro. The estimated magnitude of construction is $10,000,000.00 to $25,000,000.00. The North American Industrial Classification System Code (NAICS) is 236220. Responses are desired from firms who can demonstrate recent experience and good past performance in renovation and construction of similar facilities. The Technical qualifications of the construction firm (Experience, Past Performance and Management Approach) along with the submitted Price will be evaluated by the Government in accordance with FAR 15.304 and award will be made to the overall Best Value.
