- Subject to final approval, The Bureau of Fiscal Service, on behalf of the Armed Forces Retirement Home (AFRH) campuses at Gulfport, MS and Washington D.C., intends to negotiate sole source procurement in accordance with FAR 6.301-1 to ICF, International, 9300 Lee Hwy, Fairfax, VA 22031. The contractor listed above has collected data spanning 10 years, assessed the buildings at both AFRH Campuses, and created special propriotary formulas based on the information collected to calculate AFRH's sustainability baselines and comparisons for reports, which were submitted to the Council of Environmental Quality (CEQ) and the Office of Management and Budget (OMB). Any new contractor would be required to reperform the previous work by recollecting the data previously collected over the last 3 years and create their own formulas. Even then, the contractor would be required to match the output of ICF International's formulas without any deviations. New submissions have to be based on previous submissions to show comparisons, which CEQ uses to ensure AFRH is meeting its year to year reduction requirements as an agency per the Energy Independence and Security Act, and Executive Orders 13423 and 13514. The resulting contract will be awarded for a base and four option periods. The Bureau of Fiscal Service will consider all affirmative responses no later then Monday, March 10, 2014 at 2:00 PM ET. Affirmative responses shall be accompanied by sufficient documentation to clearly show how it would be advantageous to the Government to switch providers for this requirement. A request for information will not be considered an affirmative response. If no affirmative response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to proceed with the sole source award. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discrestion of the Government.
