- Pursuant to FAR Subpart 6.302-1, the Naval Air Warfare Center, Training Systems Division (NAWCTSD), Orlando, FL, intends to issue a sole source award to L3 Communications Corporation, of Arlington, TX This sole-source contract will provide E6B Level D Equivalent Simulator (ELDES) training services that shall include the following: (1)Contractor provided Level D equivalent training device for E-6B Pilot, Copilot, and Flight Engineer training. The Level D equivalent simulator is to be contractor owned, housed in contractor provided spaces, and within.5 miles of Tinker AFB, Oklahoma City, OK. The device is to be concurrent with the U.S. Navy E-6B aircraft configuration (Boeing 707 variant). (2)Training services will commence 01 May 2015. (3)Contractor is required to provide full maintenance, operations and logistical support. (4)The Contractor shall provide training services availability per week. A sole-source Firm- Fixed Price (FFP) contract is anticipated, with a 79-month period of performance, with anticipated Contract Start Date (CSD) of 01 May 2015. Contract award is expected to be no later than 30 days prior to CSD. The E-6B Training Program requires an FAA Level D equivalent full flight simulator (FAA certification not required) with the following minimum capabilities: Navy E-6B cockpit, full motion system, collimated visual display system (FOV at least 200 degree horizontal x 55 degree vertical) with capability to simulate over land and water VMC, IMC, and day and night conditions, a freeze/reset capability, and Instructor/Operator Station (IOS). The trainer is to provide realistic E-6B flight training (in place of the E-6B aircraft) for Pilot, Copilot, and Flight Engineer skills and techniques. The device s flight characteristic model is to be based on the current E-6B aircraft. The device must meet Federal Aviation Administration (FAA) Advisory Circular 120-40 requirements. The device used for this requirement must minimally meet all FAA Level D requirements including: provide motion, visual, aural and response simulation of the dynamics of the aircraft. The E-6B simulator shall respond to all flight and power plant controls and the simulated environment in accordance with actual aircraft data. The training environment provides increased realism in the necessary visual and aural cues required to accomplish the training objectives. The device is required to remain concurrent with latest U.S. Navy E-6B aircraft configuration throughout the period of performance. The simulated environment is required to be comprised of land and water anywhere in the world with the required Primary Airfields, and Air-to-Air Refueling Aircraft (KC-135 and KC-10). The device is required to be capable of simulation of all Emergency Procedures. The training services availability requirement is initially planned to have a range of up to 80 Hours per Week (8,12, or 16 hours per day), typically in a maximum Window of Operations from 0600-2200. Contractor is required to provide a Device Operator to operate the Instructor Operator Station (IOS) at direction of Flight Instructor (for Instructor led events) or at the direction of the Pilot in Command for proficiency events. The training sessions may be utilized for qualification, testing, certification and proficiency. For any sessions that require Instructors, the Government will provide all necessary Instructors.
