- The Mid-Pacific Region of the Bureau of Reclamation intends to issue a Request for Proposal (RFP) for a firm fixed-price contract for Battle Creek - North Fork Screens and Ladders (NFSL) Gate Modulations. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The work to be performed is described below. The applicable North American Industry Classification System (NAICS) Code is 335314 and the related small business size standard is 750 employees. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is between $250,000.00 and $500,000.00. Work will be located within 5 miles of Manton, California, in Shasta and Tehama Counties. Solicitation R14PS00160 will be posted to http://www.fbo.gov on or about March 21, 2014. The date for receipt of offer will be approximately April 21, 2014. The solicitation must be downloaded at the above website; no paper copy of this solicitation will be distributed. Prospective contractor MUST be actively registered in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for award. Questions concerning this solicitation should be directed to Tracy N. Tenholder by email at ttenholder@usbr.gov. The principal components of the work to be performed include: Electrical: 1. Additional components in existing gate actuator controller. 1a. Eagle Canyon Diversion Dam; a new modulating gate actuator at two flood gates and at one canal gate. 1b. North Battle Creek Feeder Diversion Dam: a new modulating gate actuator at one canal gate 2. Junction boxes, conduits, and cables. 3. Wiring for new components/equipment. 4. Furnishing and installing the programmable logic software for gate modulation control at Eagle Canyon Diversion Dam and North Battle Creek Feeder Diversion Dam fish passage facilities and providing an interface to PG&E (Pacific Gas and Electric Company) SCADA (Supervisory Control and Data Acquisition) system. 5. The new programmable logic software. 6. Relocation of Panel CB and Level Sensor SS2 at North Battle Creek Diversion Dam, including: 6a. Relocation of Panel CB to a stream pool downstream of the fish screen structure. Panel CB contains Level Sensor SS2 instrumentation. 6b. Installation new conduit and orifice line. 6c. Removal of existing conduit and orifice line. 6d. Electrical wiring and conduit from Panel CB to Panel CA. 6e. Support frame for Panel CB. 6f. Additional grating on the flume, immediately adjacent to Panel CB. 7. Testing of gate modulation and instrumentation. 8. Testing of relocated level sensor SS2 and instrumentation. 9. Provide training for installed gate modulation equipment.
