Description
GENERAL CONTRACT INFORMATION: This is a PRE-SOLICITATION NOTICE to be issued as a Request for Bid (RFB) for the National Park Service, Alaska Regional Office. NAICS Code will be 238220 and the size standard is $14.0M. This acquisition will be 100% set-aside for Small Business. Joint Ventures will be considered/allowed, however, the joint venture must be approved by the Small Business Administration (SBA) prior to the scheduled date for contract award. Those firms that may be contemplating a joint venture on this project, advise your Business Opportunity Specialist at the SBA Office, in writing, as soon as possible. GENERAL DESCRIPTION OF WORK: Jeff Smiths Parlor Museum Building is a contributing feature in the Skagway, White Pass and Yukon Route National Historic Landmark and the Skagway Historic District for its association with the Klondike Gold Rush of 1898. This project will consist of installing the ventilation, air conditioning, and the heat recovery ventilator (HRV) systems to meet museum collection storage requirements. This National Register of Historic Places eligible structure, (LCS ID 729876) still retains much of its 1898 appearance. Jeff Smiths Parlor Museum Building is the most famous of Soapy Smiths saloons and is the one and only saloon of his still in existence. Additional work will consist of furnishing and installing all necessary equipment, instrumentation, controls, ductwork, ductwork insulation, dampers, grilles, registers and accessories in connection with ventilating and air conditioning systems. This description is not all-inclusive of the work, and is intended as a broad, general description. Place of Performance: Klondike Gold Rush National Historical Park, Alaska. POSTAL CODE: 99840; COUNTRY: United States of America. Period of Performance: June 1, 2014 through September 30, 2014. The successful offeror will be required to give written notice to NPS Contracting Officer Representative one (1) week prior to starting work. The procurement will be conducted using RFP procedures in accordance with FAR 36. The estimated range of this project is $25,000 - $100,000. The government intends to award a contract without discussions with the potential contractors. This project shall require Performance and Payment Bonds and is subject to the Davis-Bacon Act. Any resulting contract will be firm-fixed price. Funds are available for the proposed action, however, if the project is cancelled, all proposal preparation costs will be borne by the bidder. Bidders are advised that the requirement(s) may be delayed, cancelled or revised at any time during the solicitation, evaluation, and/or final award process based on decisions related to DOI and NPS changes. Contractors are required to be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/#1 prior to award to be eligible for a government contract. We advise potential bidders to begin the registration process when they prepare their bid to ensure the registration is complete and in-place should they be selected for the award. In the event a bidder is not registered in SAM at the time the contracting officer is ready to award the contract, the contracting officer will proceed to the next eligible successful offeror registered in the SAM database. Offerors submitting a proposal as a Joint Venture should remember that Joint Ventures must also be registered in SAM identical to the joint venture indicated in their bid (failure to do so will make the bidder[s] ineligible for award). The anticipated RFP posting date to the Federal Business Opportunities Website will be on or about March 19, 2014 (subject to change) and offers will be due on or about April 26, 2014 (subject to change) noon, Alaska Local Time.
