Request for Information (RFI) DEPARTMENT OF VETERAN AFFAIRS Office of Information Technology (OIT) Enterprise Operations (EO) Enterprise Management Framework Operational Support Date: 3/3/10/2014 TAC-14-13770 RFI Version Number: 1.0 ? 1Purpose of this RFI3 2Background3 3Project Description4 4How to Respond4 Appendix A - Acronym List6 Appendix B7 ? 1Purpose of this RFI This Request for Information (RFI) is to solicit preliminary information from vendors who are interested in providing operational, technical and service desk support for an existing system designed to collect data from across the Department of Veterans Affairs (VA) and provide for the management and reporting of VA information technology (IT) data from a single federated repository. This system consists of numerous servers and Commercial Off-The-Shelf (COTS) products integrated together in a customized fashioned to provide a view of federated assets and IT information across VA. 2Background VA constructed the Enterprise Management Foundation (EMF) system to provide centralized management of the complex enterprise infrastructure. The EMF includes a Federated Data Repository (FDR) as the centralized reference location for all VA managed data repositories (MDR) with an Open Data Base Connectivity (ODBC) and/or a Java Database Connectivity (JDBC) connection with MDRs, allowing VA to map/extract information from the various distributed data sources. The FDR includes capabilities to create management reports, provide intelligent analysis and trending, and enhance the ability to "view" all IT data from a single data source. The FDR incorporates a configuration management database (CMDB) and system in support of the IT Infrastructure Library. Over 80 data sources (MDRs) are connected to the EMF FDR through a customized software connection. The EMF FDR leverages data from MDRs throughout the enterprise to present a national view of data and critical service management and provide enhanced release, configuration, change, and incident management. 3Project Description VA requires ongoing operational, technical advisory and service desk support for the "as built" EMF system which is currently hosted at the Austin Information Technology Center (ITC) with a Disaster Recovery (DR) site at Philadelphia ITC. The vendor must have intimate knowledge of the design, construction and operations of the current system and be able to provide ongoing operational support, triage issues as they arise, apply fixes to issues and test any changes in a vendor owned offsite test system which duplicates functionality of the production EMF system. Appendix A contains the hardware and software components of this system. To support testing of system changes and debugging efforts, the vendor must also provide an offsite test system hosted by the vendor at their location composed of the elements also identified in Appendix A. This offsite test/development must be connecting to VA wide area network (WAN) through VA's Business Partner Extranet interface. 4How to Respond THIS IS A RFI ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Responders are advised that the U. S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP), if any is issued.
