Description
The Space and Naval Warfare Systems Center, Pacific (SSC Pacific), intends to solicit and award a Firm Fixed Price (FFP) type contract, period of performance from date of award through 30 September 2014, on a sole source basis to Surface Treatment Technologies Inc. (ST2), of 1954 Halethorpe Farms Road Suite 600, Baltimore, MD, 21227-4611. The requirement is to provide integration of Nevada Nano's Molecular Properties Sensor (MPS), Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) sensor suite into SSC Pacific systems which include the following engineering services: 1. Develop and test the integration of on-board processing into the nanowire array sensor configuration. 2. Develop the interface specifications to integrate a nanowire array trigger with the Nevada Nano's MPS sensor suite. 3. Perform testing with the MPS sensor suite to expand its Chemical Warfare Agent (CWA) fingerprint library. Deliver the test report documenting system response to new analyses. 4. Develop and evaluate methods to reduce the MPS dwell time during sensor sampling. 5. Consultation to ensure that SSC Pacific can fulfill required integration of the MPS sensor suite to SSC Pacific-PAC 56290 existing system. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. ST2 has an exclusive licensing arrangement with Nevada Nano regarding the MPS sensor suite. Furthermore, ST2 is the only vendor knowledgeable of Nevada Nano MPS sensor suite. The Nevada Nano MPS sensor suite was chosen because it meets the required minimum requirements. Interested persons may identify their interest and submit a capability statement. All capability statements received within 15 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
