Description
On behalf of the AbilityOne Program, National Industries for the Blind (NIB), a designated central non-profit agency, is pursuing potential partnerships with U.S. commercial manufacturers of door locks and hardware for the purpose of providing employment for people who are blind or severely disabled by furnishing such products to the Federal government. If successful, the result will be a co-brand agreement between the manufacturer and the AbilityOne Program, and its registered brands. The ultimate expectation is that the co-branded product will be placed on the U.S. AbilityOne Commission's Procurement List (PL). At a minimum, the door lock hardware must include: 1. Cylindrical & mortise locksets, entrance and exit devices (push type of handles (long) on doors), and surface closers (hinge type of mechanism typically mounted top of door - controls speed of door closing). 2. Five types of cylindrical locksets: 1 for Storeroom, 1 for Office/Entrance, 1 for Passage, 1 for Classroom, 1 for Privacy. 3. Five types of mortise locksets: 1 for Storeroom, 1 for Office/Entrance, 1 for Passage, 1 for Classroom, 1 for Privacy. 4. Two keyless keypad locksets: 1 for Cylindrical Keyless Lockset, 1 for Mortise Keyless Lockset. 5. Eight exit devices: 1 for 3' Rim Device, 1 for 3' Rim Device - Fire Rated, 1 for 3' Surface Vertical, 1 for 3' Surface Vertical - Fire Rated,1 for 4' Rim Device, 1 for 4' Rim Device-Fire Rated, 1 for 4' Surface Vertical, 1 for 4' Surface Vertical-Fire Rated. 6. Four surface closer devices: 1 for Tri-packaged Standard Closer, 1 for Tri-packaged Heavy Duty Cast Iron Standard Closer, 1 for Tri-packaged Hold Open Closer, 1 for Tri-packaged Heavy Duty Cast Iron Hold Open Closer. To be considered for the commercial partner opportunity, the following criteria at a minimum must be met: 1.Possession of a recognizable brand name that can be demonstrated to have significant appeal through evidence of substantial sales and market share within the door hardware industry. 2.The ability to offer a complete line of door locks and hardware with GRADE 1 quality. 3.Willingness to enter into a multi-year agreement, which includes on-going technical and production assistance while enabling the selected non-profit agency to meet the suitability criteria of the AbilityOne Program in the production process by supplying the rights to allow the item to be manufactured by an AbilityOne agency or in an unassembled form which the non-profit agency will machine package into finished form, thereby creating employment for people who are blind or severely disabled. 4.Commitment to working cooperatively with AbilityOne personnel to market the products to government customers under the AbilityOne Program. 5.Willingness to work with the selected non-profit agency, NIB and the U.S. AbilityOne Commission to ensure that the products' price to end-users is a fair and reasonable price. 6.All products must be manufactured and lab tested, certified and customer tested to be effective according to their purpose. 7.Manufacturers' submissions must demonstrate that the specific products meet the various criteria, as well as indicate what functions the non-profit agency's employees would perform. The written submission should recommend ways to maximize the employment for people who are blind or severely disabled in the fulfillment of the products. The deadline for response is April 4, 2014.
