Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This procurement is being conducted in accordance with FAR Part 15 Contracting by Negotiation. The Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE) on behalf of the Bureau of Ocean Energy Management (BOEM), intends to competitively award a cost-plus-fixed-fee (CPFF) type of contract as a result of this notice for a project titled Subsistence Mapping of Wainwright, Point Lay, and Point Hope. There are no set aside restrictions. The BSEE, Acquisition Operations Branch, is the contracting office for this procurement and the resulting contract administration. All potential Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov in order to receive Government awards. The applicable NAICS Code is 541720 Research and Development in the Social Sciences and Humanities. The period of performance of the resultant contract is expected to be 42 months from the date of award. The Bureau of Ocean Energy Management (BOEM) has a need for a research study that requires gathering and mapping long term subsistence data and associated traditional and local knowledge for the Alaskan North Slope communities of Wainwright, Point Lay, and Point Hope to document land use patterns and to develop a baseline from which to understand the potential impacts of any future offshore energy development action. The final product will be similar in many ways to Subsistence Mapping of Nuiqsut, Kaktovik, and Barrow (MMS OCS Study Number 2009-003) in the form of a Geographic Information System (GIS). Contemporary effort and harvest data for select species will be collected from a systematically identified sample of hunters, and existing data will be incorporated as appropriate. Species of interest include the bowhead whale, ringed seal, bearded seal, walrus, beluga whale, polar bear, caribou, moose, furbearers, fishes, and avian species. Associated analysis will accompany the final deliverables. The results will be used by BOEM in evaluation and mitigation of potential effects of OCS exploration and development in the Chukchi Sea Outer Continental Shelf (OCS) region as needed for future Environmental Assessments (EA) and Environmental Impact Statements (EIS) analyses and policy decisions.
