- THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN OWNED Businesses. The Lebanon VA Medical Center is soliciting bids under Solicitation No. VA244-13-Q-XXXX for the following: A.GENERAL INFORMATION 1. Title of Project: Painting of parking lots, roadways, curbs and others 2. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. Contractor will provide all labor, material and equipment necessary to complete painting as directed by LVAMC Engineering Department. Your work includes, but is not limited to the following: "Painting of approximately 13,000 linear feet of yellow / white lines "Painting of approximately 4,200 linear feet of glass beaded yellow lines "Painting of approximately 800 linear feet of curbs "Painting of hashed areas (2) "Painting of step risers (50) "Painting of dock edges (2) "Painting of cross walks, to include non-skid additive (36) "Painting of stop lines at archway (10 "Painting of handicap spaces (150) 4' X 4' Blue background, handicapped emblem and lines "All areas must be cleaned prior to painting, including oil spots. The paint must adhere to the road surface. "All work will be done at the direction of LVAMC Engineering Department. The engineering department will instruct the vendor where to begin work and schedule must be coordinated with the engineering department to ensure the Lebanon VA closes parking areas or roads which will be painted. "The vendor must provide some type of warning for motorists and pedestrians to warn of wet paint areas. "The vendor shall not perform any work related to asphalt repair, concrete repair, or perform any other tasks which are not directly related to line painting. Any work performed which is outside of the SOW will result in non-payment of those tasks to the vendor. If there is a situation which prevents the vendor from completing the tasks outlined in the SOW, the vendor shall contact the Lebanon VA engineering department. The Solicitation documents will be available for download from the web https://www.fbo.gov on or about March 5, 2014. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Government will not provide paper copies of the solicitation. Offerors will be responsible for downloading their own copy of the solicitation package, subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the Interested Vendor Listing at https://www.fbo.gov, "Interested Vendor List". Individual copies of the Interested Vendor List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer via mail or by email: carl.devitz@va.gov no later than Close of Business, March 20, 2014. No telephonic or fax requests will be honored. In accordance with FAR Part 36.204, the magnitude of this project is between $12000 and $25,000. NAICS Code 238990 with a small business size standard of $14 million. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. The government is also contemplating the use of two option periods for this requirement. Option period will be subject to the availability of funds and continued need for the service.
