- SOURCES SOUGHT SYNOPSIS: This notice is an updated to HSCG38-14-SS-500001 - Bar Coding System. The notice has been updated to include Radio-frequency Identification (RFID) system, or other Unique Identification tracking methodology. The notice is being updated to meet the technical requirements / needs of the USCG. Additionally, the USCG, ALC is considering holding an industry day in the future for this notice. Please do not inquire about the industry day, all vendors responding to this notice will be invited to attend industry day once a date is established. This is a request for information/market research to provide data for planning purposes and to gain knowledge of available products that may be of interest to the USCG. This sources sought synopsis does not constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The USCG, Aviation Logistics Center is conducting market research to determine manufacturers and suppliers of robust Commercial off the Shelf (COTS) Bar Coding system, Radio-frequency Identification (RFID) system, or other Unique Identification tracking methodology that provides real time information to capture the visibility of all aircraft piece parts as they travel through their defined maintenance cycle throughout our facility. The proposed North American Industry Classification System (NAICS) code for the future acquisition is 334118, Computer Terminal and Other Computer Peripheral Equipment Manufacturing. The size of business pursuant to North American Industrial Classification System (NAICS) is 1000 employees. BACKGROUND: The United States Coast Guard, Aviation Logistics Center (ALC) in Elizabeth City, NC, provides aviation logistics support for the entire Coast Guard. ALC is responsible for overhauling/repairing aircraft, providing component repair and the manufacturing of aircraft piece parts, to support approximately 200 Coast Guard Aircraft located throughout the continental United States, Alaska, Hawaii and Puerto Rico and deployed aircraft supported world wide. All major support functions related to an aircraft system are contained within four streamlined product lines and support six Coast Guard aircraft types. ALC performs depot maintenance on approximately 42 aircraft per year. On any given day, ALC has thousands of aircraft parts in the maintenance cycle facilitating an average of 250 of these parts being moved daily. Currently when performing depot maintenance on these aircraft, parts are removed from the airframe and each part has a bar coded routing tag attached outlining the applicable maintenance required. The routing tag houses all information with regards to the component such as NIIN, Part number, aircraft tail number, work order number and a product line engineering approved sequence of operations with IAW appropriate overhaul/repair manual, TCTO or MPC information. Each piece part may be routed multiple times, through many shops prior to completion. USCG FACILITIES: ALC occupies 15 buildings with approximately 514,500 square feet of floor space on 55 acres. This includes two large production hangars, three acres of warehouse space, and multiple industrial shops. In addition ALC supports three off-site facilities with piece part/transportation: a warehouse, a wiring harness manufacturing facility and a heavy maintenance facility that provides overhaul/repair/modification processes to the HC-130 H and J cargo transporter as well as HU-25 and HC-144 aircraft. SOURCES SOUGHT OBJECTIVE: The contractor shall provide information / solution on a robust Commercial off the Shelf (COTS) Bar Coding System, RFID System, or Other Tracking Unique Identification Methodology System that provides real time information to capture the visibility of all aircraft piece parts as they travel through their defined maintenance cycle throughout our facility. Minimum System Capabilities: 1) Provide accurate real time information on the location of the part. 2) Provide TAT for a given location. 3) Provide Average TAT. 4) Provide preloaded or stored repair specifications for the given shop or location. 5) Have the ability to store data and create reports or metrics as desired. 6) Have the ability to track parts to a variety of shops or locations, approximately 50 different locations. 7) Have the ability to scan existing routing tags and provide real time data into the USCG computer system or a standalone system in which routing tags, bar codes, data storage and reports can be captured. 8) System will have the ability to handle approximately 125 users. SOURCES SOUGHT RESPONSES: Responses to this notice should include a response to the questions below, Company Name, Address, Telephone Number, Point of Contact (POC), Cage Code and complete product details, brochures, and etc. which will allow the USCG to understand your product, configurations, auxiliary equipment, and options. Please respond to the following questions when submitting your response: 1) Detailed system capabilities statements. 2) Product information including a detailed technical description of any product offered to meet this potential requirement. 3) Connectivity options. 4) Is your product commercially available? 5) If the product is commercially available, is there a published pricing list? If so, provide the published pricing list with your response. 6) What is the approximate lead-time for acquiring your product? 7) Identify standard terms and conditions associated with delivery and warranties. 8) What are the unique capabilities or performance characteristics of the system? 9) Is special tooling, equipment or training required to implement the use of this system? 10) What kind of demonstrations/testing requirements such as comparable in-use conditions would you recommend? 11) What are the benefits of using a system? 12) What are the risks associated with this requirement and use of the system? How can the risks be mitigated? 13) What specifications and standards would you recommend for this type of requirement? 14) Discuss any logistics considerations including assumptions, distribution, reliability, maintainability, quality assurance requirements, and standardization concepts. 15) Is your business a large or small business? 16) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? 17) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? 18) Is your firm a certified "hub zone" firm? 19) Is your firm a woman-owned or operated business? 20) Is your firm a certified Service-Disabled Veteran-Owned? 21) Are there subcontracting opportunities with your product? 22) Is your product listed on a GSA schedule? 23) Do you have other government agencies using the product, and if so which agencies, POC's and contract numbers? 24) Provide any POC's for commercial users for general usage of product questions. Firms responding to this announcement that fail to provide all of the required information cannot be used to help the Government make the appropriate acquisition decisions which is the intent of this sources sought notice. This notice is to assist the USCG in determining potential sources only. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. All interested parties must respond to that solicitation announcement separately from the responses to this announcement. After the review of the responses to this sources sought announcement, and if the Government still plans to proceed with the acquisition, a solicitation announcement will be published on FedBizOps. Responses to this sources sought synopsis are not adequate response to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis. AGAIN, THIS SOURCES SOUGHT SYNOPSIS IS NOT A REQUEST FOR PROPOSAL (RFP) AND IN NO WAY OBLIGATES THE GOVERNMENT TO AWARD ANY CONTRACT.
