- Description
- This procurement is being issued on an unrestricted basis for full and open competition. This procurement is to award an indefinite-delivery indefinite-quantity type contract for airfield paving requirements at Various U.S. Military Locations, Guam. The contract shall provide for the construction, alteration, repair and/or maintenance of asphalt and concrete airfield projects, to also include roads, streets, highways, alleys, parking areas, and their associated facilities, such as, but not limited to, concrete sidewalks, curbs and gutters, guard rails, U-ditch, drainage pipe, traffic striping, pavement markings, and related work. Work will also include cold milling, excavation, embankment grading or sub-base and base course, compaction, density test, bituminous surface treatment, seal coating, asphalt/concrete paving, adjustment of existing utilities and structures, and other related work. The scope of work may involve limited or modified designs to include sub-drawings and calculations. The contract will be awarded with a minimum guarantee of $10K for the base period only. The contract term will be a base period and four option periods. The contract amount is estimated at $10M for the base period and $20M for each option period, for a maximum total of $90M. Award will be made to the responsible Offeror whose proposal, conforming to the solicitation, is determined to provide the best value to the Government, price and other factors considered. North American Industry Classification System code (NAICS) is 237310, Highway, Street, and Bridge Construction, and the annual size standard is $33.5M. Offerors can view and download the solicitation at https://www.neco.navy.mil when it becomes available on or about 24 March 2014. A pre-proposal conference is scheduled for Tuesday, 08 April 2014, at 1400 hours at the 36th Contracting Squadron Office, Building 22026, Room 167, Andersen Air Force Base, Guam. Requests for base access to attend the pre-proposal conference must be sent to Contract Specialist Audreya J.P. Taitano at audreya.taitano.1@us.af.mil. All requests for base access must be submitted by close of business 31 March 2014, Guam time. The due date for receipt of proposals is approximately 30 calendar days from the date of issuance of the solicitation. All interested Offerors shall register at the website.
