Description
SMALL BUSINESS ACCESS FORUM FOR A/E SERVICES The National Institutes of Health (NIH), Office of Research Facilities (ORF) intends to sponsor a Small Business Access Forum Wednesday, March 19 from 1:00 pm-4:00 pm in the Natcher Building, Balcony A on the NIH campus, 45 Center Drive, Bethesda, MD 20892. A Small Business Access Forum is an event where interested parties are invited to meet with program and contracting officials to discuss specific contract opportunities. The contract opportunity for this event is Architect Engineering (A/E) services. The contract is anticipated to be awarded in the third quarter of Fiscal Year 2014. For more detail, please review the project description. Based on the market research, the upcoming solicitation will be competed on a full and open basis. For information regarding the market research, please review the background. Because the solicitation will be posted for full and open competition, all A/E firms are invited to attend, regardless of size standard. The project requirements suggest there will be significant subcontracting opportunities. We encourage A/E firms, particularly those who specialize in specific disciplines, to attend and meet the firms who are likely to compete as prime contractors. Space is reserved to the first 100 attendees. To encourage maximum participation, we may limit attendees to no more than two individuals per company. We anticipate having breakout sessions to allow and encourage large business to team with Small business concerns in pursuing this opportunity. All interested small and large businesses interested in this requirement must be registered with System for Awards Management, www.sam.gov, to be eligible for award of Government contracts. Firms interested in attending this forum should respond by 12:00 pm EST on Wednesday March 11, 2014 via e-mail to Caroline Pennypacker at caroline.pennypacker@nih.gov with the following information: • Name of A&E Firm • Point of Contact (Name, Phone & E-mail) • Business Size (Small or Large) • Brief Description of Capability • Interested as Prime or Consultant • Attendees names (no more than two per form) LOGISTICS The NIH is a secured campus so interested firms will need to go through security at the NIH Gateway Center. It is recommended that you add 20 minutes to your time to process through security and to travel to Building 45. You can travel to NIH via Metro Red Line or by driving. If you drive it is recommended that you park at the NIH MLP 11 Parking Garage located at NIH Gateway Drive, which is off Rockville Pike/Wisconsin Ave between South Drive and Centre Drive. You must be headed south on Rockville Pike/Wisconsin Ave to gain access to NIH Gateway Drive. Daily parking is about $12. If you take the metro you will need to take the Red Line to the Medical Center Station. NIH Gateway Center is adjacent to the Metro escalators. EVENT ACTIVITIES A final agenda will be sent to all registrants the week before the event. BACKGROUND On July 24, 2013, ORF posted a sources sought notice (REF_NO_HHS-NIH-ORF-SBSS-13-011) with the intent to locate qualified business concerns capable of providing the required services under North American Industry Classification Code (NAICS) 541310 architectural services, or 541330 engineering services. The announcement closed August 16, 2013. None of the small businesses responding to this notice were considered qualified. Acquisition history suggests that small A/E firms have difficulty performing the majority of the tasks in house. Small businesses are required to perform at least 51% of the cost of the contract performance with their own workforce, in accordance with Federal Acquisition Regulations Part 52.219-14 (c) (1), Limitations on Subcontracting. PROJECT DESCRIPTION The selected most highly qualified firm will provide assistance to The National Institutes of Health (NIH), Office of Research Facilities (ORF), Division of Facilities Planning (DFP) on a project-by-project basis in developing and implementing the campus master plans; developing the NIH Buildings and Space Plan and the Buildings & Facilities budget plan; providing expertise in transportation and facility planning and analysis; overseeing activities that impact the use, appearance and environmental quality of NIH controlled sites; and providing technical liaison with other agencies and community organizations. This contract will involve projects focusing on, but not limited to, biomedical research laboratory facilities, clinical facilities, animal research facilities, containment facilities, administrative offices, and support facilities such as conference centers, food service facilities, public spaces and libraries. The comprehensive scope of the typical DFP studies may involve all architectural and engineering design disciplines needed to accomplish the following: • Master planning, including utility, environmental, land use and transportation planning: o Space Programming and Functional Planning o Program of Requirements (POR) o Security/Safety Studies o Risk Assessment Studies o Structural Studies o Massing Studies o New Building and Facility Concept Designs o Building Reuse Studies • Project Planning: o Site Evaluation and Selection o Facility Assessment o Space and Functional Programming/Planning o Program of Requirements (POR) o Security/Safety Studies o Risk Assessment Studies o Structural Studies o Massing Studies o New Building o Facility Concept Designs • Infrastructure Studies (mechanical, electrical, data and communications, etc.)The National Environmental Policy Act (NEPA), including environmental assessments (EAs) and environmental impact statements (EISs) • Historic preservation, including HABS HAER documentation, survey and documentation of inventory of NIH property resources (buildings, landscapes, districts, outdoor sculpture, furnishings), and Determinations of Eligibility according to Section 110 of the NHPA of 1966, as amended • Transportation planning, including vehicle counts, traffic studies, and way-finding • Design, construction, and total project cost estimates at a conceptual level • Feasibility studies • Project development schedules (from conceptual planning through facility occupancy, including any requisite phasing) Licensed or certified professionals that may be required to support this Indefinite Delivery Indefinite Quantity (IDIQ) contract include: o Archaeologist o Architect o Civil Engineer o Code Review Expert o Constructability Advisor o Cost Estimator o Electrical Engineer o Environmental Engineer (Conservation) o Environmental Scientist o Geotechnical Engineer o Historic/Cultural Preservation Consultant o Hospital Planner o Industrial Hygienist o Laboratory Planner o Landscape Architect o Land Use Planner o Mechanical Engineer o Registered Fire Protection Engineer o Security/Blast Assessment Consultant o Structural Engineer o Traffic Engineer o Urban Planner o Vibration Consultant o Vivarium Planner o Way Finding and Signage Specialist
