Description

PRE-SOLICITATION NOTICE Solicitation VA69D-14-B-0575 Project 676-11-129 Restore Historical Entrance Building 400 Tomah VAMC in Tomah, WI Provide for and furnish all labor, superintendence, materials, tools, equipment, transportation, licenses, certificates, insurance, temporary protection, and other items designated under the provisions of a contract for Project 676-11-129 Restore Historical Entrance Building B400 at the Tomah VAMC in Tomah, WI in accordance with project drawings and specifications. This project will restore the historic entrance into Building 400. This includes but is not limited to: 1.The stone steps leading up to the building. 2.The stone walls leading up to and including the stone walls on the front center portion of the building. 3.All stone window sills and surrounds 4.All stone decorations, including but not limited to: planters, urns, in wall decorations and ornaments. 5.All exposed brick and tuck pointing within the design area. 6.All decorative wrought iron hand rails and cast iron light poles and fixtures. 7.Conduct all repairs as per drawings and specifications. 8.Restore old wrought iron parts. 9.Manufacture new pendulum lamp as per historic drawings. 10. Repair electrical lighting circuits as per drawings. Relocate lighting as required. 11. Comply with Wisconsin State Historic Preservation Office with recommendations. This project shall be completed within 270 calendar days of NTP. Estimated Construction Magnitude Price Range: $250,000 - $500,000 The solicitation, specifications and drawings will be posted on FedBizOpps - https://www.fbo.gov/. There will be a pre-bid conference/site walk-through held for this project and all prospective bidders are encouraged to attend. Details of the pre-bid conference will be included in the solicitation package. This solicitation will be set-aside for Service-Disabled Veteran-Owned Small Business firms. The solicitation will be issued on or about 17 March 2014 with the bid opening on or about 17 April 2014. The bidder shall be responsible to monitor and download any amendments from FedBizOpps which may be issued to this solicitation. Pursuant to 38 USC 8127(d), competition is restricted to Service-Disabled Veteran-Owned Small Business construction firms. The North American Industry Classification Code (NAICS) for this procurement is 236220; size standard $14.0 Million applies. In accordance with the class deviation to 804.1102 Vendor Information Pages (VIP) Database effective October 1, 2010, all SDVOSB firms must be verified by the Office of Small and Disadvantaged Business Utilization Center for Veterans Enterprise (CVE) prior to receiving an award under the program. If the successful bidder is not listed as verified in the VIP, the CO must contact the bidder and advise the bidder that it has 5 days to submit the verification documentation to CVE. CVE will process the documents and make a verification determination within 21 days of receipt of the documentation. In accordance with FAR 52.204-7, Required Central Contractor Registration, SDVOSB firms also must be registered in the Central Contractor Registration (CCR) via the Federal System for Award Management (SAM) to be eligible to receive an award (reference https://www.sam.gov.)
