- Synopsis: APP-HU-2014-095 NOTICE: This is not a solicitation, but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. Responses to this solicitation will be used for the purpose of Market Research. Sources Sought Notice - This is for an 8(a) Small Business Set-Aside Procurement for Insurance Endorsement Processing Services (IEPS). The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541990, which has a corresponding Size standard of $14 million. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Documentation submitted should reflect the contractors skill and experience in performing these types of services. HUD intends to Award a five year Indefinite Delivery/Indefinite Quantity performance-based Services solicitation. The contractor will perform Insurance Endorsement Processing Services (IEPS) and data entry functions on a daily basis for the US Department of Housing and Urban Development, Atlanta Home Ownership Center (HOC), Single Family Processing and Underwriting Division (PUD). The contractor awarded this contract must complete a case binder and data review; then endorse, or Notice of Returned entered into FHAC (Federal Housing Administration Connection (computerized system) within 3 business days of the case assignment. The minimum quantity for support services is 1,000 cases and the maximum quantity is 345,000 cases for the entire 5 year term of the contract. Maximum yearly quantity is 69,000 cases. HUD will award a contract to the responsible 8(a) firm whose proposal constitutes the best value to the government utilizing Lowest price Technically Acceptable (LPTA) procedures, according to FAR Part 12 (Acquisition of Commercial Items), FAR Part 15 (Contracting by Negotiation), and FAR Subpart 19.8 (Contracting with the Small business Administration) (the 8(a) Program) as supplemented. HUD intends to post the solicitation, a Request for Proposal (RFP) on or about April 14, 2014 to Federal Business Opportunity (FBO) website at www.fbo.gov. All interested parties should submit a written acknowledgement to Elizabeth Daniels at elizabeth.daniels@hud.gov. HUD will not accept telephone requests. You are advised to check back frequently to see if HUD has issued the solicitation. HUD encourages interested 8(a) firms to request the solicitation as soon as possible.
