Description
This justification is to issue a sole source modification against task order GD139ROC8A/(MITS)to Centuria.Centuria will subcontract this task to National Center for Atmospheric Research (NCAR). If another scientific source were to be awarded this subcontract work, the ROC would be responsible for educating the new team by delivering documents, hosting technical interchanges, and providing consultation. It would cost the ROC as much as six staff months of work which would impact their mission and delay implementation of products such as calibration for dual polarization variables and updates to the Hybrid Spectrum Width Estimator for more than one year which is unacceptable Task Order GD139ROC8A was solicited competitively and subsequently awarded to Centuria. All services and material support requirements are therefore awarded to Centuria by modification to the awarded task order and subcontracting is sometimes necessary. This requirement is for support needed to improve the data quality of the WSR-88D system. WSR-88D radar data quality improvement projects have been on-going for over ten years. This work continues the development and implementation of advanced signal processing and radar calibration techniques developed by NCAR for integration into the WSR-88D system to improve the data quality of radar images. This tasks fall s within scope of the MSITS Statement of Work (SOW)/GD139ROC8A, Sections 3.0 (Scope), 4.11 (WA1 - Systems/Radar Engineering Support), and 4.2.2 (Future Special Projects). This justification is to issue a sole source modification against task order GD139ROC8A/(MITS)to Centuria.
