Government Policy Letter Description of Services: The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to 45-ton lease railway tank cars (RTCs) to the Defense Logistics Agency (DLA) Energy Japan in accordance with the terms and conditions of this contract and applicable Government of Japan (GOJ) laws and trade practices. Required RTCs : Tank cars leased under this contract shall be registered in accordance with Part 3 of "Rules Relative to Application of Rail Cars (Japanese title "Unyousharyoukankei Kiteishuu") issued by the Japan Freight Railway Company (JFRC). Tank cars shall be suitable to transport Jet Propellant-8 (JP-8) fuel. Location of Delivery: The Contractor shall deliver the 45-ton RTCs to the Military Siding Anzen-Tsurumi, OU1 & OU2. At the time of delivery, the Contractor shall furnish tank gauge table for each car to the DLA Energy-Japan, Bldg 1584, Unit 5266, Yokota Air Base, Fussa-shi, Tokyo for further distribution to the shipping fuel terminal concerned. More details are specified in the Performance-based Work Statement (PWS) in the solicitation. The Government contemplates award of up to two (2) pre-priced Blanket Purchase Agreements (BPAs) resulting from this solicitation, therefore, offerors must propose on all line items in the Price List. Award will be made to the offeror whose offer represents the best value to the U.S. Government considering the evaluation factors stated in the solicitation posted on this web site. A pre-proposal conference is NOT scheduled this time. IF YOU WISH TO HAVE A PRICE LIST IN EXCEL FORMAT, PLEASE CONTACT THE POC BELOW. Offerors may respond to the subject solicitation via facsimile, prior to 14 Mar, 2014, 1400hours. Respond to this solicitation by fax is subject to the same rules as a response via postal mail or hand-carry. The number of receiving facsimile equipment is 042-551-0973 from inside Japan / 81 (country code)-42-551-0973 from outside Japan. The Government reserves the right to make award solely on the facsimile proposal. However, if requested to do so by the Contracting Officer, the apparently successful offeror promptly shall submit the complete original signed offer. Please note that submission of an offer by e-mail is NOT authorized. NOTE; THIS PROJECT WILL BE PERFORMED IN ITS ENTIRETY IN THE COUNTRY OF JAPAN. THE SUCCESSFUL OFFER MUST BE LICENSED AND REGISTERED TO PERFORM THE SERVICE IN THE COUNTRY OF JAPAN.
