- The National Archives and Records Administration (NARA), intends to solicit and award, through a single source, a firm fixed-price purchase order in accordance with FAR Subpart 13.106(b)(1)(i), to Iron Mountain Information Management, LLC (Iron Mountain). located at 745 Atlantic Ave. Boston, MA 02111-2735. A justifcation for soliciting from a single source has been prepared and approved in accordance with FAR 13.106(b)(1)(i). REQUIREMENT : NARA is seeking to solicit a quotation from Iron Mountain for janitorial services, security, and management of the relative humidity and tempurature within space that houses infrequently referenced archival records in NARA's legal custody. NARA obtained the space within Iron Mountain's cool storage cave located in Boyers, PA via an occupancy agreement with the General Services Administration. The space houses infrequently referenced archival records and the environment in which those records are stored must comply with NARA Directive 1571. Iron Mountain is the only source reasonably available for this requirement as NARA currently has an Occupancy Agreement for the space. Furthermore, NARA currently stores thousands of cubit feet of archival materials within the space. To relocate such a large volume of records is not only cost prohibitive but also, exposes those records to risk of loss, damage, theft, or other hazards that are unacceptable to NARA. PERFORMANCE SCHEDULE : The resultant order will be issued for a base year and four (4) option years. A determination not to compete the described requirement based upon responses to this notice of intent to solicit from a single source is solely within the discretion of the Federal Government. RESPONSES : This notice of intent is not a request for competitive quotations. The Government will not be responsible for any costs incurred in responding to this notice. Only written responses will be considered. Allow one extra business day for delivery and confirm receipt of capability statement, question, or requests for clarification submitted electronically via e-mail, as the e-mail will need to pass through IT security. Capability Statements - All interested parties are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement. Capability statements are due to Mr. James Philiposian, Contract Specialist, not later than 12:00 PM Eastern Time on March 7, 2014 in order to be considered.
