Description
NOTE: A Sources Sought Notice was previously posted for this requirement stating it would be competed as a FFP LPTA contract. The Government has now decided to include design as part of the requirement so now the contract will be competed as a FAR 36.3 2-Phase Design/Build (D/B) Source Selection with Phase 2 being LPTA. The purpose of this notice is to provide details of the project prior to advertisement of the package. The Government is seeking the best proposals available. To that end, this notice is to make prospective offerors aware of requirements for the proposal stage of acquisition. On or about 15 March 2014, the US Army Corps of Engineers (USACE) Tulsa District will issue a Request for Proposal (RFP) for Phase I of this 2-Phase D/B Source Selection to replace two flood gates and rehabilitate associated frames and liners at Lake Texoma, Grayson County, Texas. A site visit will be scheduled prior to the date for receipt of proposals for Phase II. Award is anticipated to occur on or about 29 August 2014. Lake Texoma is situated on the Red River at river mile 725.9 about 5 miles northwest of Denison in Grayson County, Texas. The dam is a rolled earth-filled embankment with a rock protected upstream slope about 17,200 feet long, including the spillway. The outlet works consist of three 20-foot-diameter, concrete conduits through the embankment that are equipped with six 9- by 19-foot vertical life gates and one emergency gate. Three of these flood gates are currently being replaced. Capacity of the outlet works is 67,500 cfs at the top of the flood control pool and 60,120 cfs at the top of the power pool. At conservation pool, the lake covers approximately 74,686 acres. THIS REQUIREMENT WILL BE A 100% SMALL BUSINESS SET-ASIDE UNDER NAICS CODE 237990 - OTHER HEAVY AND CIVIL ENGINEERING CONSTRUCTION. THE MAGNITUDE OF THIS PROJECT'S PRICE IS ESTIMATED BETWEEN $1,000,000 AND $5,000,000 (IAW FAR 36.204). Please be advised of the requirements of registration in the System for Award Management (www.sam.gov).
