Description

THIS IS A TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. The Department of Veterans Affairs (VA), Central Iowa Health Care System, Des Moines, Iowa intends to issue an Invitation For Bid (IFB) to award a single, firm fixed-price contract to provide all tools, materials, equipment and labor necessary for completion of general construction Project No. 636-121, SPD Expansion, at the VA Central Iowa Health Care System Medical Center, Des Moines, Iowa, in accordance with the drawings, specifications and scope of work. The construction work shall account for phasing of the work as indicated in the contract documents in order to minimize impact on our customers. Work shall include but shall not be limited to: General construction, mechanical work, electrical work, exterior finishes, necessary removal of existing structures and all other items necessary to complete the new building addition, renovation/new loading docks, connector tunnels and all other items required by the plans and specifications for this project. The first floor of the addition will have a building footprint of 17,511square feet and will house SPS and the logistics departments. There will be a mechanical/electrical space at a level midway between the existing second and third floors. This mechanical level will be a partial floor of approximately 5,223 square feet as required for this project's mechanical and electrical needs. There will be a crawl space of approximately 4415 square feet under the central core of the addition and SPS area. There will be a utility tunnel to building 4 as well as a utility tunnel to the SW corner dock area to enable re-routing utilities before any other construction activities can take place. There will be a central core of approximately 1,493 square feet that contains one elevator and two cart lifts. There will be partial floor of approximately 711 square feet each on the existing second and third floor levels. The project has been designed to expand the mechanical floor over the majority of the first floor footprint as well as to provide a future fourth floor at the same floor level as the existing fourth floor. If the contract is awarded in one phase the work is to be completed within 540 calendar days from the date of the Notice to Proceed. If both phases are awarded an additional 180 days will be added for the completion of Phase 2 for a total of 720 days. Specifications and Drawings for submitting a bid will be available at (http://www.fbo.gov). All respondents must be registered in System for Award Management (SAM) database (http://www.sam.gov) and complete online Representations and Certifications at (http://orca.bpn.gov), along with Vets 100 at (http://vets.dol.gov/vets100/) prior to award. Bidders must also be registered and certified in VetBiz at (http://www.vetbiz.gov/). Amendments to the solicitation will be posted at (http://www.fbo.gov). All parties must obtain amendments to the solicitation through this web site. Hard copies will not be mailed. Interested parties must go to the web site to be entered on the Interested Vendors List and/or to obtain copies of the Interested Vendors List. All questions must be submitted in writing to the issuing office via email to cynthia.tabor@va.gov. Issue Date is tentatively scheduled for April 4, 2014. The date, time and location of the Pre-bid meeting/Site-visit will be announced upon Solicitation issuance. Bid Opening Date is tentatively scheduled for May 17, 2014. The date, time and location of bid opening will be announced with the solicitation. The exact date may vary depending on the actual issuance date of the solicitation. The applicable NAICS Code is 236220 with the applicable size standard being $33.5 million. Cost range is between $5,000,000.00 and $10,000,000.00.
