Description
Questions and Answers continued (2/28)... Question 1. Under Task 2: Conduct Workshop, the Contractor shall plan, organize, and conduct a five (5) day Workshop to provide the Grantee and stakeholder personnel (at least 30 and not more than 40 people) with information relevant to modern Smart Grid Test Bed Center design and performance evaluation practices, that will cover areas agreed to by the Grantee and Contractor under Task 1. "...The Contractor Workshop will be held at the Grantee's facilities or at another appropriate venue agreed upon by the Contractor and the Grantee..." • Please confirm that the Grantee will provide the Workshop facilities at an appropriate venue, including AV projector(s), printers, and copiers, and confirm that the cost of these facilities will not be borne by the Contractor or come out of the $692,000 budget for this TA project. Response: Grantee will provide the venue with AV projector. Contractor shall be responsible for workshop materials (hardcopy and softcopy) and the workshop lunch and tea for participants. The Grantee will extend support and logistics in organizing this workshop at the grantee's location. • Please confirm that costs for the 30 to 40 Workshop participants (Grantee personnel and stakeholders) for travel, food, lodging, and incidentals will not be borne by the Contractor or come out of the $692,000 budget for this TA project. Response: Participants will make their own arrangements for their travel, accommodation, food and incidentals (excepting workshop lunch). Question 2. Under Task 4: Organize, and Conduct Study Tour, the Contractor shall plan, organize, and conduct a Study Tour of US. Smart Grid Test Bed Centers for up to ten (l0) Grantee and other stakeholder personnel for 10 business days. The Contractor shall only cover the costs of up to five (5) personnel; the Grantee shall have the option to nominate up to five (5) additional personnel at its own cost for a total of ten (10) personnel. "...The Contractor shall develop a preliminary travel itinerary including site visits and rationale for visiting each site and obtain the Grantee approval at least two weeks prior to the Grantee personnel departure from India. The Contractor shall provide for international travel, U.S. domestic travel, hotels and meals for the visitors..." • Please confirm that the Grantee will provide the costs of all Study Tour participant's visas to visit the US including possible travel costs within India if needed to get their visas and any required travel / medical insurance for the Study Tour, in addition to the Grantee providing costs of any additional personnel beyond the initial five (5) for international travel, U.S. domestic travel, hotels and meals; and please confirm these costs will not be borne by the Contractor nor come out of the $692,000 budget for this TA project. Response: The $692,000 TA budget is fixed and the visa and insurance costs for the 5 covered Indian delegates are included in that budget. • Please confirm that the Contractor can provide international airline tickets and U.S. domestic airline tickets that are non-refundable economy class with an advance purchase requirement, with any cancellation costs or change fees to be covered by the Grantee and not to be borne by the Contractor nor come out of the $692,000 budget for this TA project. Response: The USTDA budget assumes the purchase of refundable economy class tickets. Question 3. The RFP in Annex 2 provides excerpts from the USTDA Definitional Mission Report addressing aspects of this proposed project. That Annex states ""The preliminary estimated cost of this Lab is in the range of $10 million to $17 million...," and it provides cost estimates (ranging between $1 million and $5 million) for each of eight proposed sub-laboratories of the project. • We respectfully request the technical and financial analysis, assumptions, and data that are the basis of these estimates. Response: The Grantee will share the technical analysis and assumptions that are used in drawing preliminary requirements of test bed with the selected contractor. Financial requirements are to be finalized by Contractor. • Will the selected contractor receive the full Definitional Mission Report, including assumptions, data, and analysis? Response: The full DM report includes reviews of three sole-source projects, which USTDA cannot release. Question 4. The RFP lists the estimated completion date for TA under this RFP as December 31, 2014. • Can our response propose a Work Plan and performance schedule for tasks with an alternate later completion date? Response: The estimated TA completion date can be revised during the contract negotiation phase.
