- 14RJQ26_syn Solicitation number N00164-14-R-JQ26 will be issued as a request for proposals on a full and open competition basis. It is anticipated that the solicitation will be published to the Government Point of Entry (this website, listed below) on or about March 28, 2014, and anticipated that proposal(s) will be due by no later than 2:00 PM (EST) 28 April 2014. This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. The Government requires X-Ray Baggage Scanner (XRBS) with a dual-energy transmission with DUAL-MODE Transmission and Backscatter image (bottom detection) technology, Operator Training Course, On-Site Operator Training at Acceptance Testing Non-Warranty Repairs including Travel, PIO/Spares. The ordering period is 5 years with a minimum quantity of 1 each and a maximum quantity of 20 each for the XRBS. The anticipated contract type is a firm fixed price Indefinite Delivery Indefinite Quantity. The delivery shall be FOB destination, NSWC-Crane, 300 Highway 362, Crane, IN 47522-5001. An Initial delivery of 1 unit will be required within 74 days of award. Any subsequent orders will require deliveries to commence 60 days after the effective date of the order. This requirement will be negotiated on a full and open competition basis in accordance with FAR 6.101, "that contracting officers shall promote and provide for full and open competition in soliciting offers and awarding government contracts." Once available, interested parties can download the solicitation from the website listed above. No hard copies of the solicitation will be mailed. Reference the above solicitation number when responding to this notice. The solicitation attachments will be posted to the FBO website concurrently with the solicitation. The Contractor must be properly registered in the Government System for Award Management database (SAM) in order to receive the solicitation attachments. To be eligible for award, contractors must be properly registered in the Government System for Award Management database (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at www.sam.gov RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the web site by clicking on the (Submit Bid) does not guarantee offers will be received by the proper person in the correct format. Furthermore, each interested vendor shall monitor the FBO website for amendments that may be issued to this solicitation.
