- All technical questions regarding this requirement should be directed to Mr. David Tucker at 304-285-4182, e-mail David.Tucker@netl.doe.gov. It is the National Energy Technology Laboratory?s (NETL) intent to award a purchase order on a sole source basis to COASTAL AEROSPACE INC. to repair the turbine in the Hyper facility located at the NETL, Morgantown, WV. This is considered a sole source to COASTAL AEROSPACE INCE. because the turbine used in the Hyper facility has been modified such that is is unique in the world, and represents the critical component of the Hyper research facility. Coastal Aerospace is the only company capable of making the modifications. The equipment was originally purchased through Coastal Aerospace and they are likewise familiar with the modifications made to the equipment and have all necessary parts on hand. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Challenges must demonstrate the capability to provide all of the listed specifications for the item being requested. If no challenges to acquire this item are received by 5:30 PM ET on March 17, 2014, the government reserves the right to execute an award without publishing further notification. Detailed capabilities, proposals and other documents must be submitted no later than the time and date noted above. NOTICE: Vendors are strongly encouraged to submit their Request for Quotation (RFQ SF 18) or proposal(s) via the FEDCONNECT.NET portal at www.fedconnect.net. Request for Quotation (RFQ SF 18) or proposal(s) shall also be accepted via email or fax. Vendors may e-mail their RFQ?s or proposal(s) to the Contract Specialist assigned to this requirement, Mr. Robert Mohn, e-mail address Robert.Mohn@netl.doe.gov and the FAX number is 412-386-5770.
