- Questions and Answers for the Supplemental Refrigeration Ordnance #3 Kit W56HZV-12-R-0006 Q1: 3.5.3 states quote mark The case shall have no fewer than two handles on each side of the lower half of the case, totaling a minimum of eight handles. quote mark We believe this to be major overkill for such a small case. There will not be room readily available to house this many handles. Furthermore, if you recall this same spec was in DFP-668 for the Accessory Kit #3 and was removed during the PVT session, and we are looking at using the same or a similar case as in the Accessory Kit #3. **ANS 1: DFP 620, paragraph 3.5.3 will change to: quote mark The chest shall have no fewer than two handles positioned with one handle centered on each of the smaller ends. The handles shall be rated, as pairs, for not less than 1-1/2 times the weight of the fully loaded chest. The total number of handles required shall provide no less than one handle each for the required number of people to lift each fully loaded chest in accordance with MIL-STD-1472, 5.9.11.3.1 & Table XVII, Male and Female, Scenario C: Carry 33 feet (2-person lift up to 84 lbs, 3-person lift up to 116 lbs, 4-person lift up to 147 lbs, 5-person lift up to 179 lbs, 6-person lift up to 210 lbs, 7-person lift up to 242 lbs, 8-person lift up to 273 lbs). Q2: 3.5.4 states quote mark The case shall also include a means to tether the case to a post, or pillar, by means of a chain that can be run from case to case, through the handles, or other tethering devices, and then locked. quote mark We wondered if this is a necessary feature that is needed. Can you please clarify if this is something that is necessary for the functionality of the tool kit? **ANS 2: 3.5.4 is the requirement and shall remain the same. Q3: 3.5.15 states quote mark If foam is used, it shall be closed-cell, no less than 6-pound density, and shall have a water absorption rate of no greater than 0.02 pounds/square foot over the cut surfaces when tested in accordance with ASTM D3575. quote mark Can a foam be used that is of 4-pound density but also has a water absorption rate of no greater than 0.02 pounds/square foot over the cut surfaces? The vast majority of the tool kits we provide to the government now meet the water absorption rate called out here but are of 4-pound density, rather than 6-pound, and we have testing data to substantiate such. Please advise. **ANS 3: DFP 620, paragraph 3.5.15, line 12-15, will change to: quote mark If foam is used, it shall be closed-cell, 4 to 6 pound density, and shall have a water absorption rate of no greater than 0.02 pounds/square foot over the cut surfaces when tested in accordance with ASTM D3575. quote mark Q4: 3.9 states quote mark When specified in the contract or delivery order, one each of item 3.2.1 and items 3.2.29 through 3.2.38 shall be made available as a separate kit. quote mark There is no separate CLIN in the solicitation or the Price Evaluation Sheet (PES) to provide this information. Is this an oversight? Can you please provide more information as to what is expected of the contractor on this one? **ANS 4: This requirement will be removed from the solicitation.
