- The national seat belt use rate has remained relatively unchanged for the past few years at approximately 85%. While this use rate is commendable, the percent of vehicle occupants killed in traffic crashes that are unrestrained remains near 50%. Given that research demonstrates the use of a seat belt is 45% effective in reducing the likelihood of death in a motor vehicle crash, NHTSA can make great gains in reducing the numbers of vehicle occupants killed by increasing the seat belt use rate. When implemented correctly, high visibility enforcement (HVE) is successful in changing driver behaviors. However, these behaviors typically return to near pre-enforcement levels shortly after the conclusion of the HVE effort. States and jurisdictions with effective sustained enforcement efforts see more long term behavioral changes with positive traffic safety results. The primary objective of this procurement is to provide a menu of replicable models of cost effective, innovative and sustainable seat belt enforcement for law enforcement agencies; demonstrate the effectiveness of sustained enforcement in supporting traffic safety goals specific to increase seat belt use rates; decrease vehicle occupant fatalities; and decrease unbelted vehicle occupant fatalities. NHTSA seeks a Contractor to develop and participate in the evaluation of, innovative, cost effective and sustainable enforcement methods to raise the seat belt use rate and lower the numbers of unbelted vehicle occupant fatalities. This acquisition is being offered for full and open competition. The NAICS Code for the anticipated contract is 541720. Contractors must be registered in the Systems for Award Management Database located at http://www.sams.gov, and must complete electronic representations and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award. It is the Government's intent to award a Time and Materials type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror's responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about May 30, 2014. Period of Performance: Base period of twenty four (24) months. Contract Award: The anticipated award date for the resultant contract is expected to be on or about September 2014.
