- This is a Special Notice, it does not constitute a formal solicitation or request for offers and none will be issued. The Department of Homeland Security (DHS), Office of Procurement Operations, Science and Technology Acquisition Division proposes to award an extension to DHS indefinite-delivery, indefinite-quantity (ID/IQ) Contract HSHQDC-09-D-00003 (the "Contract" or the "ID/IQ Contract") on the basis of other than full and open competition on behalf of the DHS Science and Technology Directorate (S&T) using the authority of the clause at Federal Acquisition Regulation 52.217-8 "Option to Extend Services." Pursuant to the procedures and policies at FAR 35.017, DHS S&T intends to award an extension to the current ID/IQ Contract for the operation of the Homeland Security Studies and Analysis Institute (HSSAI) Federally Funded Research and Development Center (FFRDC) to the Analytic Services, Incorporated (the "Contractor") of 5275 Leesburg Pike Ste N5000, Falls Church, VA, 22041-3803. This action will maintain the unique and essential research and development capabilities provided by the Contractor under the HSSAI. Under the proposed extension, the Contractor will continue to manage and operate the HSSAI FFRDC under incumbent Contract HSHQDC-09-D-00003. The HSSAI is an FFRDC that provides analytic studies expertise to the DHS program leadership as a trusted agent, particularly in the evolution of the most complex and critical homeland security programs. The purpose of the HSSAI is to help the DHS address "what" and "how" to accomplish critical policy and program goals by providing independent and objective technical expertise.
