Description
NASA/GSFC has a requirement for quantity seven (7) sys7100-2164X-06. This acquisition will be made under the authority of FAR13.5Test Program for Certain Commercial Items. NASA/GSFC intends to purchase the items from Solutions Systems Technologies, Inc. on a sole source basis. The unique hardware components are based on Ball Aerospace Technology Corporation (BATC) proprietary JPSS-1 Spacecraft Bus and Ozone Mapper Profiler Suite (OMPS). The hardware is custom designed to run in a real-time high precision processor environment that includes requirements for data handling, data processing, spacecraft attitude control and navigation, and fine granularity timing that is critical for flight-like performance. These requirements drives an implementation that is an exact replica of the target hardware used by the manufacturer to insure the BATC proprietary software will execute on the hardware platform unmodified. Procuring hardware that is different than that specified can introduce risks to the JPSS program that BATC provided software will not execute correctly on the target processor environment. Furthermore, purchasing the components from another vendor would require an in-depth engineering analysis of the substitute product which is prohibitively expensive and would adversely impact the JPSS Program schedule. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing by e-mail to Dorothy.s.baskin@nasa.gov not later than 4:30 p.m. local time on Wednesday, March 12, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html.
