Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), intends to competitively award a contract entitled Air Quality Modeling in the Gulf of Mexico Region. This procurement is being conducted in accordance with FAR Part 15. The BSEE, Acquisition Operations Branch, is the contracting office for this procurement and the resultant contract administration. The Government intends to award a cost-reimbursement type contract, subject to the availability of funds, for this effort. The period of performance of the resultant contract is anticipated to be 24 months. The estimated cost of this study is between $2,400,000 and $2,500,000. The applicable NAICS Code is 541620, Environmental Consulting Services. All potential offerors must be registered in the System for Award Management (SAM) (www.sam.gov) in order to receive Government contracts. BOEM is required under the Outer Continental Shelf Lands Act (OCSLA) 1334(a)(8) to comply with the National Ambient Air Quality Standards (NAAQS) to the extent that Outer Continental Shelf (OCS) offshore oil and gas exploration, development, and production sources do not significantly affect the onshore air quality of any state. The Gulf of Mexico Region (GOMR) OCS area of possible influence includes the states of Texas, Louisiana, Mississippi, Alabama, and Florida. Under this study, photochemical and dispersion air quality modeling shall be conducted in the GOMR to assess the OCS oil and gas development pre and post-lease impacts to the states, if any, as required under OCSLA. This information will be used by BOEM pre-lease in the National Environmental Policy Act (NEPA) Environmental Impact Statement (EIS) cumulative analysis and post-lease in the exemption level threshold analysis and to support compliance with OCSLA. This study will assess results of photochemical modeling to estimate the potential cumulative impacts, if any, of offshore OCS air emissions to the air quality of any state. This study will also use the results of that photochemical modeling and additional dispersion modeling to assess if BOEMs exemption level thresholds used in 30 CFR 550.303 need to be revised based on newer NAAQS and will propose new exemption level thresholds, if necessary. Air quality modeling requires various input datasets, including emissions sources, meteorology, and pre-existing pollutant concentrations. This study would develop all necessary GOMR OCS air quality modeling inputs, conduct photochemical and dispersion modeling, and assess results.
