- Intake Gate Roller Chain Fabrication and Delivery This announcement constitutes a Sources Sought (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a requirement entitled: Intake Gate Roller Chain Fabrication and Delivery. The purpose of this sources sought is to determine interest and capability of small business concerns: small business (SB), 8(a) small businesses, HUBZone small businesses, Service Disabled Veteran Owned Small Businesses (SDVOSBs) and Economically Disadvantaged Women Owned Small Business (EDWOSB) relative to the North American Industry Classification code (NAICS). To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis. Summary of Work: Contractor shall fabricate and deliver intake gate roller chains at the following project locations within the USACE's Walla Walla district: Lower Granite Dam, Pomeroy, WA; Lower Monumental Dam, Kahlotus, WA; and McNary Dam, Umatilla, OR. Contractor shall be capable of machining structural steel and specialty nitronic 60 stainless steel. Contractor shall be capable of machining to within tolerances in the thousands of an inch. Each roller chain assembly consists of hundreds of rollers, shafts side bars and retaining rings. Contractor is required to have the production capacity to deliver one intake gate roller chain assembly every two (2) to three (3) weeks. Other technical requirements for this contract include: 1. Shop drawings - Submit detailed shop fabrication drawings for metal work. The drawings shall be provided in both electronic and paper format no more than thirty (30) days after receipt of order. 2. Heat treatment procedure - Identify applicable heat treatment process for chain rollers. Documentation of the proposed procedure shall be submitted for approval within thirty (30) days after receipt of order. The result of the approval review will be provided within thirty (30) days of receipt of the proposed procedure documentation. 3. Cleaning, descaling and passivation (enhance the formation of a protective passive film on the metal surface) of chain components - Pacify all stainless steel components after final heat treatment and machining in accordance with ASTM standards (ASTM A 380). 4. Samples - Submit a sample of rollers, shafts, side bars and retaining rings prior to fabrication within thirty (30) days of receipt of the order. 5. Test reports - Submit material test reports and analysis two (2) weeks prior to shipment of items. 6. Certificates - Submit material certifications from mill for all chain components raw materials thirty (30) days prior to fabrication. 7. Independent lab test certification - A sample of machined components will be randomly selected from each lot for examination and testing by an independent certified testing laboratory. The certification report will identify the component tested, its specification, measured properties and pass/fail results. Failure of a sample component will result in the rejection of that entire lot. 8. Qualification of welders - The Contractor shall certify that the welders, welding operators and tack welders who will perform structural steel welding have been qualified for the particular type of work to be done in accordance with the requirements of AWS D1.1/D1.1M or ASME BPVC SEC IX, Section IX, prior to commencing fabrication. NOTE: IF YOU DO NOT INTEND TO SUBMIT A QUOTE FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS (1)Your intent to submit a quote for this project when it is formally advertised (2)Name of firm with address, phone and point of contact. (3)CAGE Code and DUNS number or a copy of your System for Award Management (SAM) information (4)The category of small business, such as 8(a), HUBZONE, or SDVOSB etc. (5)Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past specialized experience and technical competence in similar work, up to three (3) past projects for which your firm was the prime contractor. The SOC should be no more than three pages in length. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, may not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis.
