Description
Draft statement of work (SOW) This is a sources sought and request for information (NMAN7200-14-00565): NOAA is contemplating issuing a contract for drydock repair services for the NOAA ship Ronald H. Brown. A 100% Set Aside for Small Business is being contemplated. There will be a somewhat compressed schedule for this acquisition. The ship will only be available for a ship check on or about April 23, 2014 in San Diego California. Bids must then be prepared, a contract awarded and the work completed by July 25, 2014. That is a total of 99 days for bid preparation, contract award, ship transit and execution of the statement of work, including any required growth work. Due to mission commitments the completion date cannot be extended, therefore every day of acquisition process time before a notice to proceed will cut into the drydock repair service schedule, which is estimated to be between 60 and 70 days. In support of our market research efforts the following information is requested: 1. Is your firm potentially interested in bidding on this requirement? If not can you tell us why not? 2. Will you have a certified Dry Dock available in May, June and July, 2014? If so can you tell us what entity provided the certification and when it expires? 3. What is the shortest time that you could reasonably provide a bid after the ship check? 4. How might your yard surge the labor effort to accomplish the work during a compressed performance period? 5. Based on the attached draft statement of work [paying special attention to item 013 (Ballast Tank Preservation) and items 506 and 507 (sewage and potable water tank preservation) and potential interferences with items 004, 005 and 006 (Hull preservation, Z drive Maintenance and Bow Thruster inspection respectively)] would you be able to complete all the requirements within a 60 to 70 day period? In other words do you have the capacity? If not do you have any suggestions as to how we might modify the requirement to make it achievable on this schedule? Since we are proceeding on a compressed schedule we would appreciate your response to this request for information no later than March 10, 2014.
