Description
This is not a solicitation announcement. This is a Sources Sought Synopsis announcement only. This synopsis is a market research tool being utilized for information to be used for preliminary planning purposes. The information received will be used within NAVFAC Washington to facilitate the decision making process. The intent of this sources sought synopsis is to conduct a market survey and identify potential qualified Small Businesses, local U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUB Zone, SBA certified Service Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Women Owned Small Businesses (WOSB) and SBA certified Economically Disadvantaged Women Owned Small Businesses (EDWOSB) for two Multiple Award Construction Contracts (MACCs). This agency intends to procure two MACC contracts that will enable award of task orders in the ranges of $100,000 - $2M for one MACC and $2M-$15M for the other MACC. Based upon this survey, a decision will be made whether to issue the proposed solicitations for the types of firms indicated above or to issue as full and open competition (unrestricted). This notice does not constitute a Request for Proposal. It is not to be construed as a commitment by the Government for any purpose other than market research and is not restricted to a particular acquisition approach. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the evaluation and any information submitted by respondents to this notice is strictly voluntary. The Government anticipates awarding two Multiple Award Construction Contracts (MACCs) during fiscal year 2015 to provide construction services, including a majority through the Design/Build delivery method for Naval facilities primarily within the Washington DC, Virginia and Maryland area, however work may also be performed outside the local area. Indefinite quantity type contracts may consist of a base year with four one year options. MACC contractors will compete for task orders within the dollar ranges identified above. One MACC will have a potential total contract price for the base year and four (4) option years combined is $250,000,000 and the other MACC is $750,000,000. The applicable NAICS code is 236220-Commercial and Institutional Building Construction with a small business size standard of $33.5 million. Companies having the capability to perform this work are invited to submit the following: 1. Contractor Information: Provide the name and address of your firm, including the firm's point of contact information. Provide information on the firm's profile to include number of employees, office location(s), DUNS number, CAGE Code, and statement regarding small business designation and status. 2. Type of Business: Identify whether your firm is a SBA certified 8(a), SBA certified HUB Zone, SDVOSB, SBA certified WOSB, and/or SBA Certified EDWOSB concern. For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov/. 3. Experience: Submit a maximum of 5 design/build projects over the past five years. For each of the contracts/projects submitted for experience provide the title; location; whether you were a prime or subcontractor; award and completion dates; contract or subcontract value; type of work, scope of work ; type of contract (IDIQ or other); a narrative description of the work provided by your firm; and customer information including point of contact, phone number, and e-mail address. DO NOT submit basic contracts for IDIQ work, only the Task Orders issued to the basic contract. 4. Bonding Capacity: Provide your surety's name, your maximum bonding capacity per individual project, your total bonding capability, and your current bonding capacity.
