- South Asian Regional Security Engagement Activities DATE: February 27, 2014 CONTRACTING OFFICE: Department of Energy (DOE) National Nuclear Security Administration (NNSA) Office of Acquisition Management, Contracts and Procurement Division, Services Acquisition Branch, Headquarters Programs Section (NA-APM-124.1) 1000 Independence Ave, SW Washington, DC 20585 NAICS CODE: 541618 - Other Management Consulting Services (size standard $14.0 million) PRODUCT/SERVICE CODE: B549 - Special Studies/Analysis- Foreign/National Security Policy Subject: Synopsis/Notice of Intent to award a sole source contract to Henry L. Stimson Center to provide South Asian Regional Security Engagement Activities support services for the NNSA Office of Nuclear Nonproliferation?s Regional Analysis and Engagement Program (NA-24) DESCRIPTION: The U.S. Department of Energy, National Nuclear Security Administration, intends to negotiate and place a five year support services contract on a sole-source basis to the Henry L. Stimson Center of 1111 19th St NW 12th Flr, Washington, DC, 20036 (Stimson Center). The services to be provided are South Asian Regional Security Engagement Activities support services for the NNSA Office of Nuclear Nonproliferation?s Regional Analysis and Engagement Program (NA-24). Over the five year period of performance of the contract, the contractor shall: 1) Host visiting fellows from Pakistan; 2) Analyze the economic aspects of Pakistan?s nuclear program; 3) Perform various analyses and produce reports on South Asian nuclear security issues that will contribute to the understanding of conflict dynamics and competition in the region; 4) Develop and maintain online resources on South Asian nuclear strategic stability; and 5) Organize discussions that facilitate engagement between strategic analysts from India and Pakistan. NNSA intends to negotiate with and award the contract to the Stimson Center on a sole-source basis. The statutory authority permitting other than full and open competition is 41 USC 253(c)(1), as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled ?Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements?. The Stimson Center has been identified by NNSA?s market research as the only responsible source because it is the only known non-governmental U.S. entity that has demonstrated success in engaging Pakistani officials on nuclear issues. This notice serves as notice of intent to award a sole source contract and is not a solicitation/request for competitive proposals. However, all responsible sources may submit a capability statement by 12:00pm Friday, March 14, 2014 which will be considered by the agency. Capability statements shall not exceed three pages (including all cover letters, graphics, appendices, references, etc) and shall be submitted via the Message function in FedConnect (located at https://www.fedconnect.net). FedConnect is owned and operated by Compusearch Software Systems, Inc. DOE/NNSA does not provide technical support for FedConnect. Capability statements or expressions of interest submitted via a method other than FedConnect?s Message function will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
