Description
Federal Business Opportunities Information Date: 27 FEBRUARY 2014 SOLICITATION NO. W9128F-14-B-0009 On or about 14 MARCH 2014, this office will issue Invitations for Bid for construction of the FLIGHT SIMULATOR FACILITY, PN 79618, at FORT CARSON, COLORADO. The solicitation will close on or about 14 APRIL 2014. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION ONLY. A tentative site visit date has been scheduled for 21 MARCH 2014. Provisions in the solicitation documents will provide detailed information (meeting place, time, points of contact, and access requirements). DO NOT submit requests for plans and specifications to the site visit personnel listed above. See 'Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: (Approx. quantities) Construct a non-motion based simulator building for flight simulator training. Primary facilities include the simulator building, connection and/or modification to the existing simulator building, special foundations, and building information systems. Energy Monitoring and Control System (EMCS) connection, and Intrusion Detection System (IDS) installation are included. Building information systems for this facility are unique in nature and not included in the unit cost of the building. Sustainability/Energy measures will be provided. Supporting facilities include electric service, water, sewer and gas, steam, and/or chilled water distribution, paving, walks, curbs and gutters, storm drainage, site improvements, and information systems. Features in accordance with the Department of Defense (DOD) minimum antiterrorism measures for building standards will be included. Comprehensive building and furnishings related interior design services are required. The estimated construction cost of this project is between $10,000,000 and $15,000,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Please be advised of on-line registration requirement for Contractor Registration and for Representations and Certifications Application 'ORCA' is now located in System for Award Management 'SAM' database https://www.sam.gov/portal/public/SAM/. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to SAM.
