Title: DNA Minicore Sequencing Facility Service Contract for 3130 & 3730 Genetic Analyzers Notice Number: N0RC46021-62 Proposed Posted Date: February 26, 2014 Proposed Response Date: March 12, 2014 Classification Code: J066 - Maintenance of equipment NAICS Code: 811219 Small Business Size Standard: 500 Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room1E141,Bethesda, MD 20892 USA Description: The National Cancer Institute (NCI), Center for Cancer Research (CCR) plans to procure on a sole source bases with Life Technologies located at 850 Lincoln Drive Foster City, CA 94404 for DNA Minicore Sequencing Facility Service Contract for 3130 & 3730 Genetic Analyzers. The products herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 811219 and the business size standard in 500. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined that there is no opportunity to acquire green products or services under this procurement. Period of Performance: One year from the time of award. The Center for Cancer Research (CCR) is home to more than 250 scientists and clinicians working in intramural research at NCI. CCR is organized into over 50 branches and laboratories, each one grouping scientists with complementary interests. CCR's investigators are basic, clinical, and translational scientists who work together to advance the knowledge of cancer and AIDS and to develop new therapies against these diseases. CCR investigators collaborate with scientists at the more than 20 other Institutes and Centers of the National Institutes of Health (NIH), as well as with extramural scientists in academia and industry. The NIH/NCI/CCR/Laboratory of Experimental Carcinogenesis, (LEC) DNA Minicore is a CORE Facility that provides sequencing to over 500 users within the NCI. This core was established over twelve years ago with a steady increase in usage each year. This service contract will help keep the core instruments operating at optimal capacity The contractor shall be able to provide all labor, material and equipment to provide (3) preventive maintenance inspections during the contract period for government-owned 3130 (serial #17214-015) & 3730 (serial #1202-033) Genetic Analyzers, manufactured by Life Technologies. All maintenance services shall be performed in accordance with the manufacturer's standard commercial maintenance practices. There are no known third party companies which can provide onsite parts and service engineers. Life Technologies is the only known provider for these pieces of equipment. This is not a solicitation for competitive quotations. However, if any interested party, especially a small business, believes they can meet the above requirement, they may submit a proposal. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. The proposal must be received at the NCI Office of Acquisitions on or before 11:00 AM EST on March 7, 2014. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
