Description
NASA Ames Research Center (ARC) intends to negotiate a sole source acquisition of High Power Fiber Laser (HPFL) Banks from IPG Photonics Corporation of Oxford, MA. These laser banks will be utilized to add radiative heating capable of providing output at the 200 kW power level. This requirement is essential for testing of Earth atmosphere re-entry heat shield materials for the human-occupied Orion Multi-Purpose Crew Vehicle (MPCV), presently under development to support the nations space exploration program. NASA requires four (4) laser banks; each bank will have the following characteristics: Continuous wave (CW) laser operation; 1070-1080 nm laser wavelength; 50 kW; minimum laser output; 20-meter minimum feeding fiber length; 20 minutes. NASA intends to procure these laser banks under Federal Acqusition Regulation (FAR) Part 12, Commercial Items. Interested organizations that believe they are capable of meeting the requirements for these laser banks may submit their capabilities and qualifications via email to elizabeth.a.baierl@nasa.gov no later than 4:00 p.m. local time on March 14, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
