- PRE-SOLICITATION NOTICE for Buffalo District Construction MATOC THIS IS ONLY AN INFORMATIONAL NOTICE; THIS IS NOT A REQUEST FOR PROPOSAL. The U.S. Army Corps of Engineers, Buffalo District is pleased to announce that the Government intends to award a Multiple Award Task Order Contract (MATOC) for construction type activities throughout the boundaries of the Buffalo District which includes the Black Rock Lock and Mt. Morris Dam, and may be used for other work within the New York/Pennsylvania and Ohio Operations and Maintenance Offices area of responsibility. However, other USACE Districts within the Great Lakes would also be permitted to issue task orders under this contract. The Government intends to award several contracts as a result of the upcoming solicitation. Description of Work: The applicable North American Industry Classification System (NAICS) code is 237990, Heavy and Civil Engineering Construction. Each Task Order will have the required specification for that Task Order. Typical efforts include, but are not limited to these areas: maintenance, repair, rehabilitation, energy conservation, environmental compliance, logistics, operations, marine construction, building construction, heavy highway construction, building rehab, stone work, bank stabilization work, marine strike and debris removal. This acquisition is anticipated to be a total small business set aside. Small Business Size Standard for this acquisition is $33.5 million dollars in annual receipts averaged over a concern's latest three completed fiscal years. The Request for Proposal (RFP): RFP is anticipated to be available during March-April 2014. The RFP will only be available electronically at the FBO website. No hardcopies, faxes, or emails will be available. It is the responsibility of the contractors to check the FBO website frequently to ensure they have all available information. Central Contractor Registration (CCR): All contractors must be registered in the CCR prior to award. CCR requirements may be viewed via internet at https://www.bpn.gov/CCR/default.aspx. After completing CCR, contractors and their subcontractors must register at www.fbo.gov in order to download RFP documents.
